2. APPROVAL OF THE MINUTES OF NOVEMBER 9, 2016

4. PUBLIC HEARING – Parking and Towing Ordinance Adoption (Paul Meyer)
Second hearing of Ordinance 2016-11-02 for adoption of a Parking and Towing Ordinance for vehicles on County property and public roads under the County’s jurisdiction. It provides for tagging and towing and notice and hearing procedures. If approved the Ordinance will have an effective date of February 23, 2017.

5. COUNTY COUNSEL – Agreement (Paul Meyer)
Agreement will facilitate our access to information concerning the Aspen Foundation.

6. LAND DEPARTMENT – Extension of Lease (Kevin Potter)
Third Extension of a Lease with Robert Banducci for grazing at the Mildred Kanipe Memorial Park extending to November 30, 2017 and changing the Notice section to the Land Department. Except as modified by this Third Extension of Lease, the terms and conditions of the original lease, first extension, and second extension shall apply.

7. PARKS – Bid Award (Rocky Houston)
Bid Award to I.E. Engineering for the Half Moon Bay Campground (Phase II). Cost: $66,430.00.

8. PLANNING – Planning Advisory Committee Appointment (PAC) (Keith Cubic)
An open recruitment was conducted to allow a pool of candidates to consider with the goal of geographic, occupational and gender diversity and consistency with Citizen Involvement Ordinance guidance of 5, 7 or 9 members on a PAC. The Committee for Citizen Involvement has recommended the appointment of Victoria Murray and Dave Meador to the Callahan PAC to achieve optimum diversity among a 7-member committee.

9. PLANNING – PAC Reappointments (Keith Cubic)
Recommendation to reappoint 3 members (Black, Brosi-Shepherd, and Priest) to the Coastal PAC; 1 reappointment (Bacon) to the North County PAC, and; 2 reappointments (Briggs, Ireland) to South County PAC. Open recruitment is not conducted on reappointments; the Committee for Citizen Involvement (CCI) solicits from the PAC Chair and members before recommendation. Any vacancy within a PAC is subject to an open recruitment. All 6 members have been recommended for reappointment by the CCI.

10. PLANNING – Resolution Adopting an Adjusted Land Use Fee Schedule (Keith Cubic)
The adjusted fee schedule adds a fee which is being implemented in conjunction with Legislative Amendments to the Land Use & Development Ordinance (LUDO), adopted by the Board of Commissioners on November 9, 2016 related to medical marijuana grow sites. A corresponding fee is required to partially offset the cost of ongoing compliance review and enforcement for marijuana grow site authorizations.

11. PUBLIC HEALTH – Contract Modification (Commissioner Freeman)
Fourth Contract Modification between Douglas County and Douglas Public Health Network. This modification of funding for the 2016-17 fiscal year. Cost: $99,955.00.

12. PUBLIC WORKS – Modification of Contract (Robb Paul)
Second Contract Modification with The Dyer Partnership for design and construction management of the Gardiner Sanitary Wastewater System Improvement Project. This modification extends the term of the Contract from 12/31/2016 to 12/31/2017 due to delays beyond the control of The Dyer Partnership.

13. PUBLIC WORKS – Final Order Granting Vacation of Property (Robb Paul)
Petitioner Douglas County, Inc. has requested the vacation of a portion of Old Del Rio Road, County Road 115F. The Board of Commissioners entered a preliminary Order on 11/2/2016 approving the vacation without hearing subject to the condition that a sum of $8,750.00 be paid to Public Works by said petitioner. This condition has been fulfilled.

14. PUBLIC WORKS – Intergovernmental Agreement (Robb Paul)
Intergovernmental Agreement with the Urban Renewal Agency of the City of Winston for City to install pedestrian-activated warning devices at two crosswalks on County-maintained portion of Old Hwy 99s. The total project cost is estimated at $100,000.00. Douglas County will fund one-half of the project construction cost, up to a maximum contribution of $50,000.00. City shall fund one half of the project up to $100,000.00 and all project costs beyond the $100,000.00 total estimated cost.

15. PUBLIC WORKS – Purchase of Vehicle (Robb Paul)
Purchase of one (1) new 2017 Ford Transit Wagon for Reedsport Dial-A-Ride. Cost: $63.244.00 per Oregon State Pricing Agreement.

16. MISCELLANEOUS – Reappointment/Appointments (Commissioner Morgan)
Three members of the Douglas County Fair Board have terms that will expire 12/31/2016. John Blodgett, Paul Beck and Todd Munsey would like to be reappointed to new terms that would end 12/31/2019. Syndi Beavers (representing agriculture) resigned from the Board. The vacancy was advertised with local media and two applications were received. The Board recommends the appointment of Brant Guido to fulfill the vacant term that ends 12/31/2017.

17. MISCELLANEOUS – Reappointment (Commissioner Freeman)
Francis Blake’s term on the SE Booth Avenue Special Road District will expire 12/31/2016. He would like to be reappointed to a new term that would end 12/31/2019.

The next regularly scheduled Board meeting will be held December 7, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
