MINUTES of the Board meeting held on November 9, 2011


1. CLERK – Order Appointing a Successor to the County Clerk (Barbara Nielsen)
Order appointing Patricia Hitt as the successor County Clerk replacing Barbara Nielsen who will retire on December 30, 2011.

2. DINT – Contract Extension with Brim Aviation (Curt Strickland)
Third contract extension with Brim Aviation for helicopter charter services for law enforcement (aerial reconnaissance of illegal drugs). Contractor has not increased costs since the initial contract signed April 1, 2009. Cost: $735.00/hour of helicopter flight time and $367.50 daily ferry rate.

3. FLEET SERVICES – Order Authorizing Purchase of (6) Vehicles (Mike Blanck)
Order authorizing purchase of (6) new, full size, four door, rear wheel drive, police interceptor sedans from Hubbard Chevrolet under Oregon State Price Agreement #0433. Total cost: $158,699.40.

4. MANAGEMENT & FINANCE – Delegation of Authority (Sandee Correll)
Order appointing interim Human Resources Director and delegation of authority to Sandra K. Correll to enter into specified contracts on behalf of Douglas County and to engage in other specified activity.

5. PARKS – Delegation of Authority (Jim Dowd)
Delegation of Authority to Jim Dowd to enter into documents from the Oregon Parks and Recreation Department relating to the ATV Grant program.

6. PLANNING – Order Accepting Internal Lot Line Vacation (Keith Cubic)
Order accepting internal lot line vacation (property owners: Carol J. Williams, Eric J. & Phyllis A. Thompson and Robert Sherman) as provided in ORS 368.351. Petitioners assert that the vacation of the lot line will aid them in achieving financing for an existing structure located over and upon the subject lot line.

7. PUBLIC WORKS – Intergovernmental Agreement with Roberts Creek Water District (Robb Paul)
Intergovernmental Agreement with Roberts Creek Water District for the extension of a water main line from Glengary Loop Road to Roberts Creek Road.

8. MISCELLANEOUS – Appointment to the Darley Drive Special Road District (Commissioner Laurance)
A vacancy will exist on the Darley Drive Special Road District due to the expiring term of John West. Mr. West would like to be reappointed to a new term that would expire December 31, 2014.

9. MISCELLANEOUS – Appointment to the Overlook-Scottview Road District (Commissioner Laurance)
A vacancy exists on the Overlook-Scottview Road District due to the expired term of Dale Rummel. Mr. Rummel would like to be reappointed to a term that would expire December 31, 2013.

10. MISCELLANEOUS – Appointment to the CCD Business Development Board (Commissioner Laurance)
A vacancy exists on the CCD Board due to the resignation of Janet Morse. The position is designated in the area of Finance as determined by the Bylaws. The CCD Board recommends the appointment of Joel Hooper to fulfill the vacant position with a term ending May 31, 2012.



The next regularly scheduled Board meeting will be held November 30, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
