MINUTES of the Board meeting of November 9, 2005 to be approved.


BID OPENINGS

1. Bid opening #905 for one (1) new one-ton, 15-passenger van.

2. Bid opening #907 for two (2) new full size ton, 4 wheel drive pickups with short wide box and extended cab.

3. Bid opening #909 for one (1) new one-ton, 4 wheel drive pickups with long wide box and standard cab.

CHRISTMAS DECORATIONS COMMITTEE UPDATE

1. Vicki Nielsen will give an update on the Christmas decorations and tree lighting ceremony at the Courthouse.

SPECIAL PRESENTATIONS

1. Ron Northcraft and Kevin Potter will demonstrate a public access touch screen system.

HEARING

1. This is the second public reading of an Ordinance authorizing a grant of $100,000 to ADAPT for the purchase of the building located at 548 SE Jackson Street, in Roseburg, OR, which ADAPT shall use to furnish alcohol and drug counseling services.

2. Hearing on Planning Department File No. 05-142 for W.M. and Jeanette Cline’s request for Comp Plan Map Amendment, Zone Change and Exception from agriculture and farm forest transitional to committed residential of five acres; and a zone change from FG to 5R, along with an irrevocably committed exception to Goals 3 and 4 to allow rural residential development on a 39 acre portion of a 75 acre ownership located on Azalea-Glen Road at Quines Creek in southern Douglas County. Because the application involves resource land and an exception, the Board must now hold a hearing on the record and either affirm, reverse or modify the Planning Commission’s decision. A date will be set to deliberate a decision on this matter.

3. Hearing and orders approving the modification of rates for Horning Bros. Sanitary Service, South Umpqua Disposal, Sutherlin Sanitary Service and Winston Sanitary Service for solid waste and recycling collection.

PLANNING

1. Orders appointing the following persons to Planning Advisory Committees whose terms will expire on November 23, 2008:

Becky Brosi, appointment to the Coastal Planning Advisory Committee
Jerry Cuff, appointment to the Cow Creek Planning Advisory Committee
Elnora Noonkester, appointment to the Douglas Planning Advisory Committee
Rebecca Brier, appointment to the Elk Creek Planning Advisory Committee
Chad Mast, appointment to the Elk Creek Planning Advisory Committee

2. Order, Planning Department File No. 05-103, to decline review, in the matter of an appeal of the Planning Commission’s decision approving a variance to building setbacks on property owned by Sheila Rokus, and located in the Charter Oaks area west of Roseburg.

3. Order, Planning Department File No. 05-059, to decline review, in the matter of an appeal of the Planning Commission’s decision approving a non-farm dwelling for Umpqua Pacific Resource, located on a three acre parcel on Doerner Road west of Melrose.

4. Order, Planning Department File No. 05-134, affirming the decision of the Planning Commission in the John Blake quasi-judicial amendment to the Douglas County Comprehensive Plan and zone change affecting property in the Shady Urban unincorporated area. Area will be changed from industrial to general commercial/industrial, and allow the establishment of a retail nursery and garden center business on the property.

5. Order, Planning Department File No. 05-025, to approve and sign a decision on the Michael Ritchie request for plan map amendment from agriculture to committed residential of five acres; and a zone change and exception from FG to 5R along with an irrevocably committed exception to Goals 3 and 4 to allow rural residential development on a 72 acre portion of a 155 acre parcel located on Garden Valley Road northwest of Roseburg.

PUBLIC WORKS

1. Modification of lease with Oregon Department of Transportation for Sunrise Enterprises property. Annual lease has been reduced from $4,470 per year to $1,611 per year.

SHERIFF

1. Agreement to have Lane County activate the Emergency Alert System for our coastal areas in the event of a tsunami.

MISCELLANEOUS

1. Fred Alley and Eric Swanson will brief the Board on restructuring of the urban renewal plan, changing of the boundaries, and financing projects in the downtown area.

NEXT MEETING: The next meeting will be held on November 30, 2005, at 10:00 a.m., in Room 216 of the Douglas County Courthouse, Roseburg, Oregon.
