SPECIAL PRESENTATION – Douglas County 211 Assistance Program Update (Jared Paben)

MINUTES of the Board meeting held on November 7, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. FIRST READING OF ORDINANCE 2012-09-01 (Peggy Madison)
First reading of Ordinance 2012-09-01 – Chapter 2.56 to establish the Community Emergency Response Team (CERT) Advisory Committee. The second reading will take place on December 5, 2012.

2. BUILDING FACILITIES – Contract Modification (Kevin Potter)
Contract Modification with Derek Wiese Construction to increase the contract cap to not exceed $50,000.00 at a rate of $30.00/hour for general contractor services as needed.

3. HEALTH AND SOCIAL SERVICES – Order Amending Structure of the Senior Services Advisory Council (Peggy Madison)
Order amending the structure of the Senior Services Advisory Council. The Order will change member positions to represent geographical areas.

4. JUVENILE – Amendment of Intergovernmental Agreement (Aric Fromdahl)
Amendment of the Intergovernmental Agreement (IGA) between the State of Oregon and Douglas County for placement of youth committed to the Oregon Youth Authority (OYA) in the Douglas County Juvenile Detention Center’s 30-90 day Youth Care Center Program. Due to over-utilization of the existing IGA funding has been depleted. The amendment increases bed access from three to six youth per day which has been the average usage since the start of the original contract. Potential increase in revenue to Douglas County from the revised IGA is $136,488.00 for a total of $286,026.00.

5. LAND – Forest Stand Improvement Contract (Gary Groth)
Forest Stand Improvement Contract with Summitt Forests, Inc. for pre-commercial thinning work on County forest land in the Reedsport area. 175 acres will be treated at a cost of $198.00 per acre for a total cost of $34,650.00. All work will be completed by December 7, 2012. This project is funded with a grant from the Oregon Department of Forestry and the American Recovery and Reinvestment Act.

6. PLANNING – Order to Decline Review of Appeal of a Planning Commission Decision (Keith Cubic)
Order to decline review of appeal of the Planning Commission Decision approving, on remand from LUBA, a request for a major amendment to a previously approved Conditional Use Permit (CUP) for a Home Occupation (Chuck and Sandy Hester).

7. SHERIFF – Forest Service Contract Modification (John Hanlin)
Annual Contract Modification with the Forest Service for law enforcement on Forest Service lands. Total operating plan for Fiscal Year 2013 is $90,059.41.

8. MISCELLANEOUS – Appointment/Reappointment of Emergency Medical Services (EMS) Advisory Committee (Peggy Madison)
Five vacancies exist on the EMS Advisory Committee due to expired terms and resignations. The positions were advertised with Douglas County media and six applications were received. The EMS Advisory Committee recommends the reappointment of Dean Ewell, Dwes Hutson and Lesa Beth Titus to new terms that will expire November 30, 2015. The Committee also recommends the appointment of Richard Holland and Ryan Peterson to vacant positions with terms ending November 30, 2015.

9. MISCELLANEOUS – Order Reappointing Members to the Veterans Advisory Committee (Peggy Madison)
Four vacancies exist on the Veterans Advisory Committee due to expired terms and a resignation. The positions were advertised with Douglas County media and eight applications were received. The Advisory Committee recommends the reappointment of Roger Arnold, Kirk Kruysman and Carol Hunt to new terms that will expire December 31, 2014. The Committee will further discuss the appointment to the vacant position at their next meeting.

10. MISCELLANEOUS – Order Appointing a Member to the Senior Services Advisory Council (Peggy Madison)
Vacancies exist on the Senior Services Advisory Council due to expired terms and vacant positions. The positions were advertised with Douglas County media and one application was received. The Advisory Council recommends the appointment of Scott Dietrich (representing Central Douglas County) to a term ending June 30, 2015.

11. MISCELLANEOUS – Order Appointing a Member to the Mental Health and Developmental Disabilities Advisory Council (Peggy Madison)
Vacancies exist on the Mental Health and Developmental Disabilities Advisory Council due to the restructuring of the Council. The positions were advertised and one application was received. The Council recommends the appointment of Kimberly Kerby to a term ending May 1, 2014.

12. MISCELLANEOUS – Order Reappointing a Member to the SE Booth Avenue Special Road District (Susan Morgan)
A vacancy will exist on the SE Booth Avenue Special Road District due to the expiring term of Ronald Pope. Mr. Pope would like to be reappointed to a new term that would end December 31, 2015.

13. MISCELLANEOUS – Order Reappointing a Member to the Elkton Estates Phase II Special Road District (Susan Morgan)
A vacancy will exist on the Elkton Estates Phase II Special Road District due to the expiring term of Loren Gardner. Mr. Gardner would like to be reappointed to a new term that would end December 31, 2015.

The next regularly scheduled Board meeting will be held November 28, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
