MINUTES of the Board meeting of October 26, 2005 to be approved.

HEARING

1. Second hearing on Ordinance No. 2005-10-01 in the matter of adopting Douglas County Code Section 2.32.040 to prohibit taking property for private use.

COMMISSION ON CHILDREN AND FAMILIES

1. Intergovernmental Agreement No. #DOUG0507 with the State of Oregon and Douglas County for Fiscal Year 2005-07. This agreement allows for medicaid administrative claiming for the County's Healthy Start Program, which increases our ability to serve families at-risk. Additionally, this agreement authorizes the receipt of both State general and Federal funds to provide services to eligible clients. Since this agreement authorizes a Federal reimbursement, the Healthy Start Program uses State general funds dollars for the match.
2. Amendment #2 to Intergovernmental Agreement No. #DOUG0507 with the State of Oregon and Douglas County for Fiscal Year 2005-06 to allocate 50% of Healthy Start and Relief Nursery Funds.

3. Order creating a Healthy Start Advisory Board that will advise the local program and report to Commission on Children and Families with recommendations for Healthy Start program services; and appointing the following persons to the Healthy Start Advisory Board for a period of four years: Matt Brausam, Maureen Hollander, Jerry Waybrant, Gary Eads, Laura Nier, Tim Larkin, Rick Hahn, and Dan White.

INFORMATION TECHNOLOGY

1. Intergovernmental Agreement with the State of Oregon to provide technology support services to Adult Parole and Probation at various County locations.

PARKS

1. Annual renewal of Park License Agreement allowing the Roseburg Rotary Club to use park property for the Festival of Lights event that is held from November through January.

PLANNING

1. Order accepting irrevocable offer to sell property, owned by Gosline Specialties LLC and Nick Yraguen, with Waiver of Objection to Assessment to bring right-of-way along NE Stephens Street, County Road No. 388, which is classified as an Urban Arterial Road, up to standard requirements.

2. Order accepting irrevocable offer to dedicate property, owned by Delbert B. Blanchard, with waiver of objection to assessment to bring right-of-way along Klimback Street, which is classified as a future Minor Collector Road, up to standard requirements.



SHERIFF

1. Agreement with Identix for fingerprint machine in the Corrections facility.

MISCELLANEOUS

1. Order appointing Lauren Young to the Douglas County Industrial Development Board. Term to expire on January 31, 2007.
