APPROVAL OF MINUTES: November 3, 2010

CITIZEN COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – Bid #993 for (9) Full-Size Police Sedans
Bid opening #993 for (9) new full-size, rear wheel drive police sedans.

2. BID OPENING – Bid #994 for (1) Sport Utility Vehicle
Bid opening #994 for (1) new ½ ton, 4 wheel drive, special service sport utility vehicle.

3. PUBLIC HEARING – for Annexation to Fire District No. 2
“Notice of Public Hearing” and “Order Setting a Hearing Date” was signed on October 6, 2010, for the petition to have property annexed into the Douglas County Fire District No. 2. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time. Chief Petitioner: SUPPRESSED OWNER.

4. PUBLIC HEARING – for Annexation to the North Douglas County Fire and EMS
“Notice of Public Hearing” and “Order Setting a Hearing Date” was signed on October 6, 2010, for the petition to have property annexed into the North Douglas County Fire and EMS. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time. Chief Petitioner: WILEN.

5. COMMISSION ON CHILDREN and FAMILIES – Amendment No. 6 to the 2009-2011 Oregon Commission on Children and Families (OCCF) Intergovernmental Agreement
Amendment No. 6 to the 2009-2011 Intergovernmental Agreement (IGA) between the OCCF and Douglas County. The amendment includes reduction of all state general funds due to the additional 8% state budget reduction for the last three quarters of 2010-11 (October 1, 2010 to June 30, 2011). The amendment also includes a decrease in the service level requirement for Healthy Start proportionate to the reduction.

6. COMMISSION ON CHILDREN AND FAMILIES – Amendment No. 1 to Phoenix School Contract
Amendment reduces Contract No. 26346 between Douglas County and Phoenix School of Roseburg for the Teen Drop-In Center by $365 due to the additional 8% state budget reduction for the last three quarters of 2010-11 (October 1, 2010 to June 30, 2011). The amount payable for the period of July 1, 2010 to June 30, 2011 is $40,622. Funds for this contract are state and federal funds administered by the OCCF.


7. COMMISSION ON CHILDREN AND FAMILIES – Amendment No. 1 to Options Counseling Contract
Amendment reduces contract No. 26345 between Douglas County and Options Counseling by $4,735 due to the additional 8% state budget reduction for the last three quarters of 2010-11 (October 1, 2010 to June 30, 2011). The total amount payable for the period of July 1, 2010 to June 30, 2011 is $77,536. Funds for the contract are state and federal funds administered by the OCCF.

8. COMMISSION ON CHILDREN AND FAMILIES – Amendment No. 1 to Healthy Start Contract
Amendment reduces Contract No. 25785 between Douglas County and Family Development Center for Healthy Start Intensive Services by $11,284 due to the additional 8% state budget reduction for the last three quarters of 2010-2011 (October 1, 2010 to June 30, 2011). The total amount payable for the period of July 1, 2010 to June 30, 2011 is $170,716. Funds for this contract are state and federal funds administered by the OCCF.

9. COMMISSION ON CHILDREN AND FAMILIES – Amendment No. 1 to Family Development Center, Relief Nursery
Amendment reduces Contract No. 25786 between Douglas County and Family Development Center for Relief Nursery Services by $8,718 due to the additional 8% state budget reduction for the last three quarters of 2010-11 (October 1, 2010 to June 30, 2011). The total amount payable for the period of July 1, 2010 to June 30, 2011 is $242,344. Funds for this contract are state and federal funds administered by the OCCF.

10. COMMISSION ON CHILDREN AND FAMILIES – Amendment No. 1 to CASA of Douglas County
Amendment reduces Contract No. 25783 between Douglas County and CASA of Douglas County by $2,079 due to the additional 8% state budget reduction for the last three quarters of 2010-11 (October 1, 2010 to June 30, 2011). The total amount payable for the period of July 1, 2010 to June 30, 2011 is $35,694. Funds for this contract are state and federal funds administered by the OCCF.

11. PUBLIC WORKS – Agreement with Avista Utilities
Agreement with Avista Utilities for relocation of natural gas facilities in conjunction with the Del Rio Realignment Project. Costs not to exceed $61,654.87.

12. PUBLIC WORKS – Local Agency Agreement with Oregon Department of Transportation
Local agency agreement with Oregon Department of Transportation for Highway Bridge Program Project Olalla Creek (Upper Olalla Road), Bridge #19C497. Estimated cost is $3,444,000. County match is $353,698.

13. PUBLIC WORKS – Agreement with Oregon Department of Transportation
Agreement with Oregon Department of Transportation to apply Surface Transportation Program Funds to Weaver Road project in the amount of $683,000.

14. MISCELLANEOUS – Resolution in the Matter of the Douglas County Housing & Homeless Coalition
Resolution recognizing that homelessness is a significant problem and so encourages all community organizations to work together to find solutions to end homelessness in our community, state, and nation.

17. ADJOURNMENT AND NEXT MEETING
NOTE: there will be no meeting on November 17. The next regularly scheduled Board of Commissioners meeting will be held November 24, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
