MINUTES of the Board meeting held on November 2, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BUILDING – Intergovernmental Agreement (Aaron Yuma)
Intergovernmental Agreement amendment to further extend, until July 2012, the hold on City payments. Initial request approved March 17, 2010 to place City payments on hold until July 2011. Estimated $30,000 savings.

2. COUNTY COUNSEL – Delegation Order (Paul Meyer)
Order delegating authority to Paul Meyer to approve and sign vendor confidentiality agreements.

3. DINT – 2010/2012 Byrne JAG Law Enforcement Grant (Curt Strickland)
DINT has been awarded a two year grant by the Oregon Criminal Justice Commission. This is the second year of the grant and will pay for overtime, equipment, obtain money and K9 training. Second year grant amount: $50,000.00.

4. JUVENILE – Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement (IGA) between Douglas County and the State of Oregon for placement of youth committed to the Oregon Youth Authority (OYA) in the Douglas County Shelter Care Facility. Contract amount not to exceed $237,010.56.

5. PARK AND BUILDING FACILITIES – Modification to A-1 Septic Contract (Jim Dowd)
The Parks Division is requesting a modification to the contract with A-1 Septic increasing the contract amount to not exceed $50,000.00.

6. PUBLIC WORKS – Order Accepting Completion of Contract (Robb Paul)
Overlay of Brockway Road, County Road #47F, mile post 0.06 to mile post 1.47 has been completed and all requirements have been met. Contract with LTM, Inc: $261,905.93.

7. PUBLIC WORKS – Order Accepting Completion of Contract (Robb Paul)
Overlay of Carnes Road, County Road #16, mile post 13.40 to mile post 14.23 has been completed and all requirements have been met. Contract with LTM, Inc: $229,834.69.

8. PUBLIC WORKS – Order Transferring Lands (Robb Paul)
Order transferring lands to the Public Works Department to be incorporated into the County Road System.

NOTE: There will NOT be a meeting on November 16, 2011. The next regularly scheduled Board meeting will be held November 21, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
