5. ASSESSOR – Tax Refund (Roger Hartman)
Refund for account R119039 in the amount of $2,789.20 for tax years 2014-2015 & 2015-2016.

6. ASSESSOR – Tax Refund (Roger Hartman)
Refund for account R51484 & R129506 in the amount of $12,145.93 for tax years 2014-2015, 2015-2016, & 2016-2017.

7. HUMAN RESOURCES – Contract Award (Michael Kurtz)
Contract #30712 between Douglas County and CIS Trust for liability claims management services. Contract minimum claim handling fee of $21,250.00 with term date of August 31, 2018.

8. LAND – Lease Amendment (Janet Coleman)
Amendment to Lease Agreement between Douglas County and Oregon Youth Authority for office space located at 1036 SE Douglas Ave., Roseburg, to extend lease, terminate phone and internet fee and reflect a 3% annual rent increase. Term extended to June 30, 2022.

9. PARKS – Park Ordinance Amendment (Rocky Houston)
First reading of Ordinance No. 2017-10-01 amending Section 12.12.180B of the Douglas County Code. Amended language clarifies or amends the schedule of prohibited acts in Douglas County Parks.

10. PUBLIC HEALTH– Contract Amendment (Dr. Dannenhoffer)
Third amendment to Contract #29529 between Douglas County and ADAPT to provide tobacco prevention services. Extends term to June 30, 2018. Contract amount: $99,328.

11. PUBLIC HEALTH– Intergovernmental Agreement Amendment (Dr. Dannenhoffer)
Second amendment to Intergovernmental Agreement between Douglas County and Oregon Health Authority to increase financial assistance by $102,051.00 for public health and $50,000.00 for prescription drug overdose prevention programs.

12. PUBLIC WORKS – Public Hearing (Scott Adams)
Public Hearing to determine whether the County should withdraw county road status from Units A, B, and C, pursuant to the Jurisdictional Transfer Agreement #798 I-5: Del Rio Road/Winchester Interchange-Bundle 357 and in accordance with ORS 368.026.

13. PUBLIC WORKS – Contract Change Order (Scott Adams)
Third Change Order for Contract #30422 for modification of the storm drain system a N. Comstock and Sixth Ave. Increase to cost estimate of $14,273.40.

14. PUBLIC WORKS – Authorization to Purchase (Scott Adams)
Order authorizing purchase of one (1) new four wheel drive crew cab pickup from Landmark Ford of Tigard, OR. Purchase authorized from Landmark Ford per State Price Agreement Contract #5550. Expenditure of $33,138.50.

15. PUBLIC WORKS-Work Crew – Intergovernmental Agreement (Scott Adams)
Intergovernmental Agreement between Douglas County and the City of Roseburg to allow citizens to perform work crew in lieu of paying fines and/or debt owed to the city. No monetary exchanges. Term date of June 20, 2019.

16. SOLID WASTE – Contract Award (Tom Manton)
Award Contract #30717 to Southern Oregon Water Wells for permanent abandonment of five (5) monitoring wells at Douglas County’s closed Reedsport Landfill for lump sum price of $38,400.00. Services shall start December 1, 2017 and complete by February 28, 2018.

17. SOLID WASTE – Grant Agreement Amendment (Tom Manton)
Second amendment to Grant Agreement #062-17 between Department of Environmental Quality (DEQ) and Douglas County for a feasibility study related to recycling services. Extends project completion deadline to December 31, 2018.

20. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held November 15, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
