MINUTES of the Board meeting held on October 31, 2012


1. PUBLIC HEARING – Order Approving Modification of Rates (Robb Paul)
Public Hearing and Order approving modification of rates for solid waste collection service provided by Winston Sanitary Service.

2. PLANNING – Intergovernmental Agreement with RVCOG for Pilot Program Support Services and Grant Administration (Keith Cubic)
Governor’s Executive Order #12-07 (EO) authorizes a southwestern Oregon study to consider a variation as to what lands must be planned and zoned for farm and forest use. The EO study may result in a proposal to amend rules and/or goals through an amendment petition process governed by ORS and OAR. The state is to fund, monitor and collaborate with local government during the process. Time is very important on this project because funding is only valid (available) through this fiscal year. Grant funds for project expenses will be provided to the County. Estimated revenue is $102,000 for project mapping, staffing, research and public involvement.

3. PUBLIC WORKS – Preliminary Order Approving Vacation of Property without a Hearing (Robb Paul)
Preliminary Order approving vacation of Patchen Drive without a hearing. Petitioners: Roseburg Forest Products.

4. PUBLIC WORKS – Order Accepting Completion of Contract (Robb Paul)
Order Accepting Completion of Contract for the overlay of Riddle By-Pass Road, Douglas County, Oregon. The contract has been completed and all requirements have been met. LTM Inc., dba Knife River Materials in the amount of $695,626.34

5. PUBLIC WORKS – Order Accepting Completion of Contract (Robb Paul)
Order Accepting Completion of Contract for the slurry seal of Green District Streets, Douglas County, Oregon. The contract has been completed and all requirements have been met. Valley Slurry Seal Company in the amount of $83,671.81

6. PUBLIC WORKS – Intergovernmental Agreement (Robb Paul)
Intergovernmental Agreement with Oregon Department of Transportation for Right of Way services on Comstock Road, Sutherlin, Oregon.

7. SHERIFF – Contract Agreement (Wayne Stinson)
Contract Agreement with Nomad Global Communication Solutions, Inc. for a mobile command & control trailer. Cost: $129,450.00.

8. MISCELLANEOUS – Memorandum of Understanding with Umpqua Community Development Corporation (Paul Meyer)
Memorandum of Understanding between Umpqua Community Development Corporation and Douglas County.

9. MISCELLANEOUS – Order Approving Membership in the Community Renewable Energy Association (Joe Laurance)
Order approving membership in the Community Renewable Energy Association. The Order approves membership and delegates authority to Joseph Laurance to execute any required CREA membership application and pay the membership fee of $50.

10. MISCELLANEOUS – Appointment/Reappointment to the Traffic Safety Commission (Robb Paul)
Three vacancies exist on the Traffic Safety Commission due to (2) expired terms and the death of Gerald Portnell. The vacancies were advertised with Douglas County media and five applications were received. The Commission recommends the reappointment of Bob Bingham and Frank Jacinto and the appointment of Andrea Zielinski with terms ending June 30, 2015.



NOTE: There will be no meeting on November 14, 2012. The next regularly scheduled Board meeting will be held November 21, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
