MINUTES of the Board meeting held on October 23, 2013

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING -- ANNEXATION OF PROPERTY (Keith Cubic)
Annexation of Property and “Order Incorporating Territory” to the North Douglas County Fire District and EMS. Chief Petitioner: PALMER

2. PUBLIC HEARING -- ANNEXATION OF PROPERTY (Keith Cubic)
Annexation of Property and “Order Incorporating Territory” to the Kellogg Rural Fire District. Chief Petitioner: DIMITRY

3. ASSESSOR – TAX REFUND (Susan Acree)
Property Tax Refund in the amount of $19,059.08 to Ingram Industries, Inc.

4. HEALTH AND SOCIAL SERVICES – CONTRACT AMENDMENT (Peggy Madison)
Amendment to Relias Learning Contract #28323. Amendment allows additional users (staff) to the license. Two year agreement with a maximum payable of $26,000.00.

5. INFORMATION TECHNOLOGY – LETTER OF AGREEMENT (Kevin Potter)
Letter of Agreement with PacifiCorp (Lessor) regarding current Non-Exclusive Lease Agreement between parties for the Watson Ridge Wireless Communications Site acknowledging that Douglas County has allowed DFPA to install and operate a radio repeater. No budget impact.

6. INFORMATION TECHNOLOGY – FACILITY USE AGREEMENT (Kevin Potter)
Wireless Communications Facility Use Agreement with DFPA for the Watson Ridge Wireless Communications Site. Douglas County will allow (at no charge) DFPA to operate and maintain a radio repeater for DFPA’s internal radio communications.

7. PLANNING – INTERGOVERNMENTAL AGREEMENT (Keith Cubic)
Governor’s Executive Order #12-07 authorizes a southwestern Oregon study to consider a variation as to what lands must be planned and zoned for farm and forest use. The state is funding the SORPP and collaborating with local government during the process. Jackson, Josephine and Douglas County are closely coordinating on the Regional Farm & Forest Pilot Program. The 2013 legislature authorized an extension, continuation and additional funding for the Pilot Program. The three Southern Oregon counties need to renew the IGA for grant administration with the RVCOG.

SHERIFF – HOMELAND SECURITY GRANT AGREEMENTS & AMENDMENT (John Hanlin)
Homeland Security Grant Agreements and Amendment.
> Grant No. 13-214 is for $20,207.00 and will provide funding for the County Citizen Preparedness/Citizen Emergency Response Team (CERT) program. No match requirement.
> Grant No. 13-215 is for $129,639.00 and will provide funding to continue to straighten the Information Technology’s data backup and security system. No match requirement.
> Grant No. 13-510 is for $103,778.00 and will provide funding for the Emergency Management program of the County. The funding primarily provides funding of personnel costs with some funding for Emergency Management related supplies and equipment. Requires a 50% match.
> Grant No. 11-233 Amended will provide an extension to allow us to pay for Continuity of Operations Planning until June 2014; moves funding from designated categories to allow purchase of printer/copiers/power cords for the Roseburg and Reedsport Centers.

The next regularly scheduled Board meeting will be held November 13, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
