MINUTES - Approval of the Minutes of October 28, 2015.

1. CLERK – Public Hearing (Rosemarie Wess)
Continued Second Hearing of Article II Chapter 2.36, Ballot Title Ordinance Amendment. First hearing occurred September 9, 2015 and Second Hearing began September 23, 2015. Amended language will allow ballot titles to be clearer, informational and match existing statute. Effective Date: 02/03/16.

2. FLEET DEPARTMENT – Bid Award (Robb Paul)
Award of Bid #079: Eight (8) all-wheel drive police interceptor vehicles to Power Ford/Lincoln of Newport, OR. Total Cost: $223,984.00

3. HEALTH DEPARTMENT – Bill of Sale (Paul Meyer)
Bill of Sale for the transfer of computers, furniture, equipment and supplies to ADAPT to provide Tobacco Prevention and Healthy Communities programs.

4. HEALTH DEPARTMENT – Contract Extension (Paul Meyer)
Extension of assignment of intergovernmental agreement with Community Health Alliance for mediation services with the Oregon Judicial Department. Extends Term to June 30, 2016.

5. HEALTH DEPARTMENT – Bill of Sale (Paul Meyer)
Bill of Sale for the transfer of Ford Fusion automobile, computers, furniture and equipment to Umpqua Community Health Center to provide Reproductive Health, Sexually Transmitted Diseases, and Immunization services.

6. LAND DEPARTMENT – Lease Agreement – (Gary Groth)
Lease Agreement between Douglas County and ADAPT, doing business as SouthRiver Community Health Center, for office space located at Room 219, Douglas County Courthouse, 1036 SE Douglas Avenue, Roseburg, Oregon. Lease commences November 9, 2015 through June 30, 2017. Monthly rent shall be $411.66 for the first partial year with a 3% increase yearly thereafter as shown in Lease Agreement.

7. LAND DEPARTMENT – Order of Sale – (Gary Groth)
Order of Sale of land acquired by Douglas County through foreclosure of taxes or otherwise. Public Auction is scheduled for December 15, 2015 at 10:00 a.m. in Room 216 and will run in the News-Review and the Beacon, November 13th, 20th, 27th and December 4, 2015.

8. PARKS DEPARTMENT – Contract Modification (Gary Groth)
Contract Modification with Farrar, Inc. that modifies the total contract amount not to exceed $50,000.00.

9. ** STRICKEN**PLANNING DEPARTMENT – Order Adopting Fee Schedule (Keith Cubic)
Order adopting Fee Schedule for Douglas County Ambulance Service Ordinance. The ASA Ordinance provides for fees to cover the cost of County administration of the program. The fee schedule is a phased implementation of the fee schedule over three fiscal years. The adopted Fee Schedule shall take effect on January 1, 2016.

10. PLANNING DEPARTMENT – Delegation of Authority Report (Keith Cubic)
Third Quarter 2015 report on actions taken in administration of the County’s program.

11. PUBLIC WORKS DEPARTMENT – Contract Change Order (Robb Paul)
Change Order No. 10 with LTM Inc. dba Knife River Materials for the Reconstruction of Old Highway 99S – Shady to Highway 42.

12. SHERIFF’S DEPARTMENT – Office of Emergency Management Grant Agreement (Wayne Stinson)
Grant Award Agreement for annual Emergency Management Performance Grant (EMPG). The EMPG grant #15-510 is administered by Oregon Office of Emergency Management (OEM) and the source of funding is from the U.S. Department of Homeland Security. Grant 15-510 award amount: $103,586.00 for Fiscal Year 2015.

13. SHERIFF’S DEPARTMENT – Contract (Brian Sanders)
Contract with Umpqua Community College to provide law enforcement services for the remainder of the Fiscal Year. Contract amount: $30,000.00

14. MISCELLANEOUS – Appointment to Salmon Harbor Management Committee (Chris Boice)
A vacancy exists on the Salmon Harbor Management Committee due to the resignation of Jim Bruce. An open recruitment was held and advertised with the local media. One application was received. Tom Huebner requests Appointment to the Salmon Harbor Management Committee.

17. ADJOURNMENT AND NEXT MEETING
There will be no meeting on November 11, 2015, due to the Veteran’s Day holiday. The next regularly scheduled Board meeting will be held November 18, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs. Send a money order to: Douglas County Information Technology, 1036 SE Douglas, Room 123, Roseburg, OR 97470. Please include dates of requested dvd's or cd's and shipping address.
