MINUTES of the Board meeting held on October 21, 2009 and October 28, 2009

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Order for Approving Transfer of Solid Waste
Public hearing for order approving transfer of solid waste collection and recycling franchise agreement from Glide Disposal, Inc. to Sutherlin Sanitary Service.

2. PUBLIC HEARING – First Reading of Ordinance Amending Chapter 2.16 of the Douglas County Code
Public hearing to amend Chapter 2.16 of the Douglas County Code which will increase the number of non-voting members of the Douglas County Industrial Development Board from sixteen to seventeen. The amendment will also specify that one of the non-voting members will be the ODOT SW Oregon Regional Manager.

3. PARKS & BUILDING FACILITIES – Order Awarding Contract for Cooling Equipment Maintenance to Carrier Corporation
Bid #976 was opened on October 7, 2009 by Board of Commissioners. There were two bids received. Lowest responsible bid was received from Carrier Corporation. Order Awarding Contract is attached along with recap of bids received. Base Bid $23,737.00 (first year).

4. PUBLIC WORKS – Modification and Extension of Lease with Oregon Department of Transportation
Modification and Extension of Lease with Oregon Department of Transportation in the Amount of $7,196.41 for Sunrise Enterprises Property.

5. PUBLIC WORKS – Real Estate Option and Order Accepting a Warranty Deed from James M. Smith, Toni J. Smith and Jason Smith
Real Estate Option and Order Accepting a Warranty Deed from James M. Smith, Toni J. Smith and Jason Smith for the Acquisition of Right of Way to be used for the widening and realignment of Old Pacific Highway County Road No. 386. Consideration is $12,500.00.

6. PUBLIC WORKS – Real Estate Option and Order Accepting a Warranty Deed from James W. McGarvey and Diana D. McGarvey
Real Estate Option and Order Accepting a Warranty Deed from James W. McGarvey and Diana D. McGarvey for the Acquisition of Right of Way to be used for the widening and realignment of Old Pacific Highway County Road No. 386.

7. PUBLIC WORKS – Order Authorizing Purchase of Herbicides from Crop Production Services
Order authorizing purchase of herbicides from Crop Production Services. Purchase is made utilizing Oregon State price agreement #9779-PA and is exempt from competitive procurement per LCRB 4.24. Cost is $51,664.80

8. COMMUNICATIONS – Order Authorizing Purchase of VHF/UHF/ Pager Combiners, Multicoupler from Telewave, Inc.
Order Authorizing Purchase of VHF/UHF/Pager System Combiners, Multicoupler Cavities for combining antennas for Watson Ridge System. Purchase to be made from Telewave, Inc. under GSA contract GS-35F-0248J. Douglas County is authorized to purchase under the GSA Cooperative Purchasing Program. Purchase is exempt from competitive procurement under LCRB 4.30. Cost is $28,885.18.

9. MISCELLANEOUS – Discussion/Deliberation of Appointments to the Historic Resource Review Committee (HRRC)
Two vacancies exist on the HRRC due to expiration of terms. The vacancies were advertised with Douglas County media and four applications were received. The HRRC recommends reappointment of Isaac Barner and Shirley Lindell.

10. MISCELLANEOUS – Discussion/Deliberation of Appointments/Reappointments to the Sunshine Acres Special Road District
The two vacancies are due to the resignation of Gary Bilyeu and the expired term of Teresa Middleton. The vacancies were advertised with Douglas County media and two applications were received. The members recommend appointment of J.R. (Skip) Blake and the reappointment of Teresa Middleton.

13. ADJOURNMENT AND NEXT MEETING – Note: No meetings on November 11th & 18th
The next regularly scheduled Board meeting will be held November 25, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
