PROCLAMATION: Supporting the Douglas County Veterans Day Parade

APPROVAL OF MINUTES: October 27, 2010

CITIZEN COMMENTS ON AGENDA ITEMS ONLY


1. ASSESSOR – Tax Refunds
Order refunding taxes to Anthony & Tamra Martin in the amount of $459.77.

2. LAND – Timber Sale Contract
Timber Sale Contract with Western Oregon Forest Management Inc. for Douglas County’s Yoncalla Transfer Site Commercial Thinning Timber Sale #283. This small, weight based sale includes approximately 700 tons of conifer was sold through a sealed bid process. Western Oregon Forest Management submitted the high bid of $6.00 per ton.

3. MUSEUM – Grant Request Signature Authorization
Order authorizing the Museum Director to apply for and sign for grant funds from Oregon Department of Transportation’s Transportation Enhancement funds for restoration of the Dillard Depot at the Douglas County Museum. The Grant amount requested is $422,083.00.

4. PARKS AND FACILITIES – Festival of Lights 2010
License to use River Forks Park to the Roseburg Rotary Club for the Festival of Lights. Licensee will pay a percentage of the net revenues to County for use of the park.

5. PLANNING – Order Accepting Irrevocable Offer to Sell Property
In conjunction with Land Partition (P/D File Number 10-M050), Richard W. and Nancy K. Mays are entering into an Irrevocable Offer to Sell together with a Waiver of Objection to Assessment to facilitate the improvement of Landers Avenue (County Road No. 153). This action implements the Comprehensive Plan and Land Use and Development Ordinance and has an essential nexus to the request and impact to the additional developable parcel.

6. PUBLIC WORKS – Order Accepting Completion of Contract
Order accepting completion of contract for the overlay of Little River Road, County Road #17, mile post 11.5 to mile post 17.85. The contract has been completed and all requirements have been met. LTM, Inc. in the amount of $754,949.53.

7. PUBLIC WORKS – Order Granting Vacation of Property
Order granting vacation of property for a portion of 5th Street in Winchester Bay. Petitioners: Richard and Deborah Ludwig and Blue Heron Land Company, LLC.

8. PUBLIC WORKS – Order Accepting Donation Warranty Deed and Permanent Slope Easement
Order accepting Donation Warranty Deed and Permanent Slope Easement for the widening and realignment of Del Rio County Road No. 115.

9. PUBLIC WORKS – Right of Way Easement with PacifiCorp
Right of Way Easement with PacifiCorp for the Del Rio Interchange Project.

10. MISCELLANEOUS – Discussion/Deliberation for Appointment to the Solid Waste Advisory Committee
The Solid Waste Advisory Committee (SWAC) has three vacant positions due to two expired terms and one resignation. The vacancies were advertised with Douglas County media and four applications were received. One applicant has withdrawn. At the SWAC meeting on October 13, a recommendation was made to reappoint Paul Deem and Sam Gardener and appoint Zory Hill to the vacant position. The terms would end January 31, 2015.

11. MISCELLANEOUS – Discussion/Deliberation for Appointment to the Traffic Safety Commission
The Traffic Safety Commission has two vacant positions due to expired terms. The vacancies were advertised with Douglas County media and two applications were received. Robb Paul recommends the reappointment of Ed Wood and Dan West to the Commission with terms ending June 30, 2013.

14. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board of Commissioners meeting will be held November 10, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
