1. Bid No. 833 for four new, ton, 2-wheel drive pickups with long wide box and standard cab.

PROCLAMATION declaring November, 2003 to be Mediation Month in Douglas County.


1. Extension of agreement with Vista Staffing Solutions, Inc. for locum tennens coverage for the time periods of November 5 to November 25, 2003 and December 1 to December 19, 2003. Total payments to contractor to increase from $25,000 to $75,000.


1. Order awarding contract to Qwest Communications for telecommunications services. Contract amount is $7,118.86 per month.


1. Donation deed to the State of Oregon for 0.05 acre surplus county property. The property is adjacent to I-5 at Shady Bridge and is needed for the bike path which will be partially funded by Douglas County. This property was acquired through property tax foreclosure. There is no consideration.

2. Bargain and sale deed to the State of Oregon for a 0.23 acre surplus county property. This property is adjacent to I-5 at Shady Bridge and was acquired through property tax foreclosure. Consideration is $2,000.


1. Order authorizing purchase of three vault toilet buildings from the Washington State price agreement. Buildings will be installed at Winchester Bay Parking Lot #1, Herbert’s Pond and Colliding Rivers Boat Ramp.


1. Order to purchase one Caterpillar 420D backhoe loader through the Oregon State Cooperative Purchasing Program from Oregon Cat Dealers in the amount of $78,018.

2. Order granting vacation of a portion of Temple Brown County Road without hearing. Petitioner is Nordic Plywood, Inc.

3. Modification and third extension of contract with Orenco Systems Incorporated to provide basic services for operation and maintenance of the Glide-Idleyld Park Sewerage system. Modification includes a list of improvement projects and costs.


1. Contract with Saving Grace for operation of the Animal Shelter for Fiscal Year 2003-2004.

2. Contract with Met Lab Inc., for communication equipment shelters. Total purchase amount is $40,330.

3. Order awarding and rejecting portion of request for proposals for outdoor and indoor generators, and generators with external tanks as follows:

Outdoor Generators: Ace Communications, $42,978
Generators with External Tanks: Peterson Machinery, $67,651.
Indoor Generators: Reject all proposals


1. Petition for annexation to the Douglas County Livestock District by Brushy Butte, LLC (Marshall Kirby) and order setting hearing date on the annexation for December 3, 2003.

2. Petition for annexation to the Douglas County Livestock District by Gregory and Debra Cass, and order setting hearing date on the annexation for December 3, 2003.

3. Order appointing a pool of members to the Board of Property Tax Appeals for tax season 2003-2004.
