MINUTES of the Board meeting held on October 21, 2009
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. PUBLIC HEARING – Order for Approving Transfer of Solid Waste
Public hearing for order approving transfer of solid waste collection and recycling franchise agreement from Glide Disposal, Inc. to Sutherlin Sanitary Service.
2. HEALTH AND SOCIAL SERVICES – Delegation Order
Delegate’s authority to Peggy Kennerly to enter into specified contracts on behalf of Douglas County and to engage in other specified activity.
3. PARK AND BUILDING FACILITIES – License with Roseburg Rotary Club
The Park Division is requesting an annual renewal for the license allowing the Roseburg Rotary Club to use River Forks Park for the Festival of Lights event held from November through January 2010. The contract stipulates that the Park Division will receive a license fee equal to 20% of the net revenues or $2,900, whichever is greater.
4. PARK AND BUILDING FACILITIES – Extension & Modification of Lease Agreement
The Park Division is requesting an extension and modification of the agreement with Roseburg Rotary Club for the use of the storage building at River Forks to store Festival of Lights display items. The lease is extended to September 30, 2019.
5. PUBLIC WORKS – Order Authorizing Purchase of Herbicides
Order authorizing purchase of herbicides from Crop Production Services. The Purchase is made utilizing Oregon State price agreement #9779-PA and is exempt from competitive procurement per LCRB 4.24. (purchase is made from ORCPP and Douglas County is authorized to participate). Cost is $51,664.80.

The next regularly scheduled Board meeting will be held November 4, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
