CITIZEN COMMENTS ON AGENDA ITEMS ONLY


1. PUBLIC HEARING – For Annexation of Property and Order Incorporating Territory
The “Notice of a Public Hearing Date” and “Order Setting a Hearing Date” was signed on October 23, 2010, for the petition of annexation to have property annexed into the Douglas County Fire District No. 2. The petition has qualified under ORS 198.855(3), annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time. Chief Petitioner: PEAK.

2. PUBLIC HEARING – Request to Transfer Ambulance Service Franchise Agreement
Public Hearing on request for transfer of Ambulance Service Franchise Agreement for area #3 currently with the City of Sutherlin to Medcom Ambulance Authority.

3. HUMAN RESOURCES – Agreement for Vision Care Plan
The Employee Benefit Committee recommended that Douglas County change to VSP (Vision Service Plan) for vision coverage to take advantage of lower premium rates for equal and/or better benefits.

4. PARKS AND FACILITIES – Grant Request Signature Authorization
Order authorizing the Park and Building Facilities Director to apply for and sign for an ATV Grant. If awarded, the grant will be for a two year period and is not to exceed $60,000.

5. PLANNING – Delegation of Authority Report
Planning Director’s report on actions taken in administration of the County’s program on behalf of the Board of Commissioners during the Third Quarter of 2010.

6. PLANNING – Order to Decline Review
Board Order to decline review in the matter of appeal of the Planning Commission Decision approving a request by Chuck & Sandy Hester for a Major Amendment to a previously approved Conditional Use Permit (CUP) for a Home Occupation to allow weddings/receptions. The original CUP allowed one event per week; the Major Amendment request was to allow additional, smaller scale events to be conducted during the week. The property is a 6.18 acre parcel located on Tyee County Road No. 33, northwest of the community of Umpqua. Planning Department File 10-024.

7. PUBLIC WORKS – Order Granting Vacation of a Portion of Upper Cow Creek County Road
Order granting vacation of a portion of Upper Cow Creek County Road No. 36 upon performance or fulfillment of conditions. Petitioners: Joseph F. Yetter III and Lee N. Yetter.

8. PUBLIC WORKS – Agreement with Oregon Department of Transportation
Agreement with Oregon Department of Transportation to use Surface Transportation Program funds on Weaver Road project in the amount of $683,000.

The next regularly scheduled Board of Commissioners meeting will be held November 3, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
