4. FLEET SERVICES – Bid Award (Robb Paul)
Bid #102 Award to Bruce Chevrolet for one (1) new full one-ton, four wheel drive crew cab chassis for Public Works Department – Operations and Maintenance. Cost: $30,869.00.

5. FLEET SERVICES – Bid Award (Robb Paul)
Bid #103 Award to Landmark Ford for six (6) new full size ¾ ton, four-wheel drive extra cab pickups for Public Works – Operations and Maintenance. Cost: $171,591.00.

6. HUMAN RESOURCES – Collective Bargaining Agreement (Michael Kurtz)
The Human Resources Director recommends that the Board of Commissioners enter into a three-year Collective Bargaining Agreement (July 1, 2016 to June 30, 2019) with the Douglas County Law Enforcement Association (DCLEA). This contract includes a 1% Cost of Living Allowance (COLA) in the first year of the contract and a .5% COLA in the third year. In the second year of the contract, the wage scale is adjusted to remove the bottom pay step and adding a new top step. The terms and conditions of this agreement have been ratified by the DCLEA membership.

7. JUVENILE – Contract Modification (Aric Fromdahl)
First Contract Modification with Justice Benefits, Inc. (JBI). JBI is a third-party administrator of the Title IV-E program which is a revenue source for federal funding. This modification allows JBI to charge us 20% of the “maintenance claims” we are eligible for on a quarterly basis. Up until this modification, effective 7/1/16, JBI has been doing this work without applying a percentage. The modification is due to the volume of work involved and payment of this fee will not significantly impact our revenue projections for this funding source.

8. PUBLIC WORKS – Completion of Contract (Robb Paul)
Order accepting completion of contract for the paving of Buckhorn Road and Dixonville Road. The contract has been completed and all requirements have been met. Cost: $347,468.10 (LTM, Inc., dba Knife River Materials).

9. PUBLIC WORKS – Completion of Contract (Robb Paul)
Order accepting completion of contract for the paving of Old Highway 99S, County Road No. 400, mile post 18.61 to 20.57. The contract has been completed and all requirements have been met. Cost: $503,273.73 (LTM, Inc., dba Knife River Materials).

10. MISCELLANOUS – Appointment (Commissioner Boice)
A vacancy exists on the CCD Business Development Corporation due to the resignation of Drucilla Chapman. The Board recommends the appointment of Randy Richardson to fulfill the term that will end May 31, 2017.

11. MISCELLANEOUS – Appointments/Reappointments to Law Library Board (Paul Meyer)
Per Board Order signed by the Board of Commissioners on March 30, 2016 it was approved to amend the Law Library Advisory Committee’s structure to five year, staggered terms. County Counsel recommends the following reappointments of current members: Jeff Pugh (term ending 12/31/2017); Paul van Dyk (term ending 12/31/2018); David Hall (term ending 12/31/2019). Two vacant positions exist. The positions were advertised with Douglas County media and four applications were received. County Counsel recommends the appointments of Gary Gray with a term ending 12/31/2021 and Walter Fonseca with a term ending 12/31/2020.

14. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held November 2, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
