MINUTES of the Board meeting held on October 19, 2011
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. INFORMATION TECHNOLOGY – PacifiCorp Leases (Kevin Potter)
Renegotiation of seven radio site leases with PacifiCorp.
a. Canyon Mountain Lease to PacifiCorp: $5,351.23
b. Cinnamon Butte Lease to PacifiCorp: $7,318.80
c. Glendale Lease to PacifiCorp: $6,408.22
d. Tiller Lease to PacifiCorp: $6,094.58
e. 911 center Lease to PacifiCorp: $2,785.20
f. Mt. Nebo Lease to Douglas County: $6,120.00
g. Watson Ridge Lease to Douglas County: $15,398.40
The term is for 5 years ending on August 31, 2016 with options for renewals, and includes a new 3% escalation in rate for each year.
2. LAND – Order of Sale (Gary Groth)
Order setting a date and time of 10:00 a.m. on November 29, 2011 for the oral auction of 8 parcels acquired through property tax foreclosure.
3. LAND – Real Estate Option and Order to Accept Warranty Deed (Gary Groth)
Real Estate Option and an Order to Accept a Warranty Deed from Lois J. Maddox, Trustee for the acquisition of real property, and a Temporary Construction Easement, all for the replacement of Dairy Loop Bridge on County Road #108. Consideration for the Warranty Deed is $466.00 and consideration for the Temporary Construction Easement is $184.00, for a total of $650.00.
4. LAND – Real Estate Option and Order to Accept a Warranty Deed (Gary Groth)
Real Estate Option and an Order to Accept a Warranty Deed from David A. Herber and Jennifer F. O’Brien, for the acquisition of real property, and a Temporary Construction Easement, all for the replacement of Dairy Loop Bridge on County Road #108. Consideration for the Warranty Deed is $4,247.00 and consideration for the Temporary Construction Easement is $303.00, for a total of $4,550.00.
5. LAND – Real Estate Option and an Order to Accept Warranty Deed (Gary Groth)
Real Estate Option and an Order to Accept a Warranty Deed from Arnold O. Slabaugh for the acquisition of real property, and a Temporary Construction Easement, all for the replacement of Dairy Loop Bridge on County Road #108. Consideration for the Warranty Deed is $721.00 and consideration for the Temporary Construction Easement is $329.00, for a total of $1,050.00.
6. LAND – Order to Accept Permanent Drainage Easement (Gary Groth)
Order to Accept a Permanent Drainage Easement from Anthony L. Hill, Trustee of the Mildred A. Brundige Trust. Easement is being acquired for the replacement of Dairy Loop Bridge on County Road #108. Consideration for easement is $500.00.
7. TREASURER – Investment Policy (Jim Rudolph)
Annual Investment Policy Report.
8. MISCELLANEOUS – Discussion/Deliberation on Museum Advisory Committee (Gardner Chappell)
The Museum Advisory Committee currently has three vacant positions due to expired terms. The positions were advertised and 5 applications were received. The Museum Director recommends the reappointment of Jean Kurtz, Charan Cline, and Charles Young to new terms that will end on: June 30, 2014.

The next regularly scheduled Board meeting will be held November 2, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
