MINUTES of the Board meeting held on October 10, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. INFORMATION TECHNOLOGY – Lease Amendment (Kevin Potter)
First Amendment of Lease between Douglas County and New Cingular Wireless PCS, LLC allowing New Cingular Wireless to install additional wireless communications equipment and use additional space at the County’s Elkton Tower Site. Additional annual revenue to Douglas County: $13,075.88.

2. MUSEUM – Oregon & California Railroad Car (Gardner Chappell)
The community of Glendale, Oregon’s Community Action Response Team (CART) would like to give a 19th century Oregon & California railcar to the Douglas County Museum. This car is one of only three in the nation and is in the best condition of the three. The Museum would like to display this piece on the rail adjacent to the last standing O&C rail station from Dillard, Oregon which is on the Museum’s grounds.

3. PARKS – Contract Renewal (Gary Groth)
Annual Contract Renewal with the Roseburg Rotary Foundation to use River Forks Park for the Festival of Lights event held from November 2012 through January 2013. The contract stipulates that the Parks Department will receive a license fee equal to 20% of the net revenues or $2,900, whichever is greater.

4. PLANNING – Delegation of Authority Report (Keith Cubic)
Delegation of Authority Report on actions taken in Planning administration on behalf of the Board of Commissioners during the third quarter of 2012.

5. PLANNING – Order Accepting Irrevocable Offers to Sell Property (Keith Cubic)
In conjunction with Land Partition, David H. Cooper is entering into Irrevocable Offers to Sell together with Waivers of Objection to Assessment to facilitate the improvement of both NE Stephens Street (County Road No. 388) and Pleasant Ave. (County Road No. 242). This action implements the Comprehensive Plan and Land Use and Development Ordinance and has an essential nexus to the request and impact to the additional developable parcel.

6. PLANNING – Order Reversing Decision of Historic Resource Review Committee (Keith Cubic)
On October 22, 2012, the HRRC denied a request to add the Roark House to the Cultural and Historic Resources Inventory (by a tie vote). This order is to reverse that decision. Planning Department File No. 12-051.

7. PUBLIC WORKS – Contract Extension (Robb Paul)
Third Contract Extension with I.E. Engineering, Inc. for miscellaneous engineering services. The contract extension term ends August 31, 2013. The hourly rates did change from the 2010 rate schedule.

8. PUBLIC WORKS – Joint Funding Agreement (Robb Paul)
Joint Funding Agreement with the U.S. Department of the Interior, U.S. Geological Survey in the amount of $151,492.00 for water resources investigations.




9. SHERIFF – Order Awarding Contract for Mobile Command & Control Trailer (Wayne Stinson)
RFP #025 was opened on October 3, 2012 by Sheriff’s Office. Most responsive proposal was received from Nomad Global Communication Solutions, Inc. Final price/option negotiations to be made after Order Awarding Contract. Project is 100% grant funded.

10. MISCELLANEOUS – Resolution in the Matter of the Association of O&C Counties Special Advocacy Fund (Doug Robertson)
The Resolution authorizes the county to maintain its balance, and continue participation, in the O&C Counties Special Advocacy Fund on and after November 1, 2012. The fund was created in 2009.

11. MISCELLANEOUS – Deliberation and Appointment of a Member to the Lookingglass Fire Board (Susan Morgan)
Appointment of one member to the Lookingglass Fire District Board. Eleven applications were received.

The next regularly scheduled Board meeting will be held October 31, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
