1. BID OPENING – CONSULTING SERVICES FOR FACILITIES REVIEW (Kevin Potter)

2. LAND – BARGAIN AND SALE DEEDS (Gary Groth)
On October 15, 2013, Douglas County conducted an oral auction of 17 county owned parcels of real property and 1/18 interest in a shared river access point, all acquired through property tax foreclosure. Bargain and Sale Deeds are now being issued for the following.
> Stan J. Acevedo or Jovita Acevedo ($30,000.00)
> Brent Johnson ($12,000.0, $9,000.00, $9,500.00)
>Thomas & Marlene Flora ($3,000.00)
> Dona Brown Enterprises ($2,500.00)

> Craig L. & Christianne L. Zolezzi Living Trust ($36,000.00)

3. PUBLIC WORKS – AMENDMENT TO INTERGOVERNMENTAL AGREEMENT (Robb Paul)
Amendment Number 1 to the IGA with Oregon Department of Transportation for Right of Way Services for the Olalla Creek Bridge #19C497 Project. No budget impact.

4. SHERIFF – HOMELAND SECURITY GRANT AGREEMENTS & AMENDMENT (John Hanlin)
Homeland Security Grant Agreements and Amendment.
> Grant No. 13-214 is for $20,207.00 and will provide funding for the County Citizen Preparedness/Citizen Emergency Response Team (CERT) program. No match requirement.
> Grant No. 13-215 is for $129,639.00 and will provide funding to continue to straighten the Information Technology’s data backup and security system. No match requirement.
> Grant No. 13-510 is for $103,778.00 and will provide funding for the Emergency Management program of the County. The funding primarily provides funding of personnel costs with some funding for Emergency Management related supplies and equipment. Requires a 50% match.
> Grant No. 11-233 Amended will provide an extension to allow us to pay for Continuity of Operations Planning until June 2014; moves funding from designated categories to allow purchase of printer/copiers/power cords for the Roseburg and Reedsport Centers.

5. MISCELLANEOUS – DELIBERATION OF APPOINTMENT TO THE PLANNING COMMISSION (Keith Cubic)
A vacancy exists on the Planning Commission due to the resignation of George Sandberg who represented the agricultural community. The vacancy was advertised with Douglas County media and three applications were received from Mark Brosi (Farmer), Paul Haddock (Rancher/Realtor), and Gary Leif (Businessman/Photographer).

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held October 30, 2013 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
