MINUTES Approval of the Minutes of October 15, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Annexation of Property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: Augustynovich.

2. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Annexation of Property and “Order Incorporating Territory” to the Douglas County Fire District No. 2. Chief Petitioner: Rodriquez.

3. PUBLIC HEARING – Second Reading of Ordinance No. 2014-10-1 (Paul Meyer)
Second and final reading of Ordinance No. 2014-10-1 authorizing a grant in the amount of $250,000.00 to Umpqua Community College (UCC) for the purpose of helping UCC fund its capital campaign for the construction of a new health, nursing and science building. Effective Date: February 1, 2015.

4. COUNTY COUNSEL –Bargain and Sale Deed (Paul Meyer)
Bargain and Sale Deed between County and Gardiner Sanitary District (GSD). Deed is required by Section 18 of the Intergovernmental Agreement between County and GSD executed by the Board of Commissioners on March 19, 2014.

5. HEALTH AND SOCIAL SERVICES –Contract Extension (Dawnelle Marshall)
Contract extension with Umpqua Community Health Center for operation of the School Based Health Center at Douglas High School. Term: Fiscal Year 14/15. Cost: $50,350.00

6. HEALTH AND SOCIAL SERVICES –Contract Extension (Dawnelle Marshall)
Contract extension with Umpqua Community Health Center for operation of the School Based Health Center at Roseburg High School. Term: Fiscal Year 14/15. Cost: $50,350.00

7. JUVENILE – Amended Intergovernmental Agreement (Aric Fromdahl)
Amended IGA with Oregon Youth Authority for reimbursement to Douglas County for placement of youth committed to OYA in the Detention Center’s 30-90 day Youth Care Center Program. The amendment increases reimbursement for treatment beds by $141,488.00 and medical and dental costs by $4,000.00.

8. LAND – Permit of Entry (Gary Groth)
Roseburg Resources requests permission to enter County owned property known as Sutherlin Creek Tract, for the purpose of using county trees as tailholds. Term of the permit: October 20, 2014 to July 31, 2015.

9. LAND – Reciprocal Right-of-Way and Road Use Agreement (Gary Groth)
Reciprocal Right-of-Way and Road Use Agreement between Douglas County and United States Department of the Interior, and Bureau of Land Management. Agreement allows parties reciprocal right-of-ways across County and BLM land for forest management purposes.

10. PLANNING –Southern Oregon Regional Pilot Program Update 2014 (Keith Cubic)
Update No. 14 on the SORPP. Information covers activity from August through October, 2014.

11. PUBLIC WORKS – Order Authorizing Purchase (Robb Paul)
Order authorizing the purchase of a Global Total Station from Pacific Survey Supply. Purchase is made from Federal Purchasing Program Agreement #GS-00F-5588P and is exempt per LCRB 4.30. Total cost: $32,242.83.

The next regularly scheduled Board meeting will be held October 29, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
