PLEDGE OF ALLEGIANCE

MINUTES - Approval of the Minutes of October 14, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BID OPENING – Fleet Services Department (Robb Paul)
Opening of Bid #079 for eight (8) new all-wheel drive police interceptor utility vehicles.

2. FAIRGROUNDS – Order Authorizing Purchase (Harold Phillips)
Order authorizing purchase for Fairgrounds 4-H/FFA Sheep Pens replacement. Contract for procurement of the goods is awarded to Triton Barn Systems. Total Cost: $44,000.00.

3. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement (Aric Fromdahl)
Amendment #1 to Agreement No. 13286a between the Oregon Youth Authority and Douglas County. Increases the not to exceed amount from $931,919.14 to $932,199.14 for the purpose of an increase to the reimbursement rate for the purchase of clothing for youth in the Shelter Care Facility Behavioral Rehabilitation Services program.

4. JUVENILE DEPARTMENT – Amendment to Intergovernmental Agreement ( Aric Fromdahl)
Amendment to IGA #9885-4 with State of Oregon Department of Education. This State IGA pertains to the funding received for services of “Intensive Home-Based Individual and Family Therapy” provided by Options Counseling. This amendment changes the agency contract administrator for the State of Oregon.

5. PARKS DEPARTMENT – Contract Renewal (Gary Groth)
The Parks Department is requesting an annual renewal for the license allowing the Roseburg Rotary Foundation to use River Forks Park for the Festival of Lights event held from November 2015 through January 20, 2016. The contract stipulates that the Parks Department will receive a license fee equal to 20% of the net revenues or $2,900.00, whichever is greater.

6. PUBLIC HEALTH – Contract Amendment (Paul Meyer)
Amendment #1 to Agreement No. 148009-1, 2015-17 Intergovernmental Agreement for the Financing of Public Health Services. Amendment adds the following to the LPHA contract: Public Health Preparedness award of $114,493.00; Increases the WIC Program by $7,222.00; Increases the School Based Health Center award by $4,478.00; and Adds New Grant Award in the amount of $74,500.00 for the expansion of mental health services in the School Based Health Centers. Total Change of $200,693.00.

7. PUBLIC HEALTH DEPARTMENT – Bill of Sale (Paul Meyer)
Bill of Sale for the transfer of Dodge Caravan, computers, furniture and equipment to United Community Action Network to provide Women, Infants and Children’s program services.

8. SENIOR SERVICES DEPARTMENT – Amendment of Intergovernmental Agreement (Jeanne Wright)
Amendment #1 to Grant Agreement No. 146745 between the State of Oregon, Department of Human Services and Douglas County Senior Services Division. Amends additional funds of $4,087.00 to IGA for Dementia Support and Education.

9. MISCELLANEOUS – Appointment to S.E. Booth Avenue Special Road District (Susan Morgan)
A vacancy exists on the S.E. Booth Avenue Special Road District Board of Directors due to the resignation of Ron Pope. Kent Greeson has applied and requests appointment to the S.E. Booth Avenue Special Road District Board, to fulfill the vacant position with term ending December 31, 2018.

10. MISCELLANEOUS – Re-Appointment to Sunshine Acres Special Road District (Susan Morgan)
Two vacancies exist on the Sunshine Acres Special Road District Board of Commissioners due to the expired terms of David Foley and Teresa Middleton. Both have reapplied and request reappointment with terms to expire December 31, 2016 and December 31, 2017, respectively.

The next regularly scheduled Board meeting will be held October 28, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
