APPROVAL OF MINUTES: October 13, 2010


1. BID OPENING – For Purchase and Removal of Shop Building
Bid opening for the purchase and removal of the Shop Building in Winchester. This is necessary due to the Del Rio Road Interchange project.

2. FLEET – Order Awarding Bid #992
Bid #992 was opened at the Board of Commissioners meeting on October 13, 2010. There were two bids submitted from the same bidder, a new machine and a demo machine. Both were 2011 models. The demo unit has 11 total operating hours. Bids were reviewed with compliance with bid specifications. The purchase shall be fully funded with Federal Title III Funds. The bid was awarded to Tucker Sno-Cat Corporation for a demo 2011 Model Sno-Cat in the amount of $123,947.49.

3. LAND – (6) Bargain and Sale Deeds
An oral auction of properties acquired through property tax foreclosure was conducted by the Land Department on October 14. Bargain and Sale Deeds are being issued for the six parcels that sold at the auction: Jeff and Bonnie Parish ($7,600.00), Rodger Allen ($250.00); Michael Johnson ($300.00); Rodger Allen ($250.00); Frank Smith ($1,400.00) Rodger Allen ($250.00).

4. PUBLIC WORKS – Right of Way Easement
Right of Way Easement with PacifiCorp for underground electrical service to the Winchester shop.

5. PUBLIC WORKS – Grant Agreement with Douglas County and the Douglas County Industrial Development Board
City of Roseburg airport runway extension grant agreement with Douglas County and the Douglas County Industrial Development Board. The County will contribute $150,000 to the project from the Industrial Development Fund.

6. PUBLIC WORKS – Preliminary Order Approving Vacation of Property
Preliminary Order approving vacation of property without a hearing for a portion of 5th Street in Winchester Bay. Petitioner: Deborah Ludwig.

7. TREASURER – Resolution in the Matter of Opening Bank Accounts for Douglas County
The Resolution requires that banking accounts be established through the Office of the County Treasurer on the department’s behalf.

8. TREASURER – Douglas County Investment Policy Guidelines
Annual review of the Douglas County Investment Policy and Portfolio Guidelines. There are no changes from the 2009 policy.

9. MISCELLANEOUS – Microenterprise Regional Program Memorandum of Understanding The 2010 Community Development Block Grant for Microenterprise Assistance grants stipulate that recipients be a part of a self-defined Regional Microenterprise Assistance Program consisting of three or more municipalities. The Douglas County Commissioners support the City of North Bend’s application as the lead candidate for a Community Development Block Grant.



The next regularly scheduled Board of Commissioners meeting will be held October 27, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
