MINUTES of the board meeting of October 13, 2004 to be approved.

BID OPENINGS
1. Bid # 869 for procurement of two new, 1 ton passenger vans.
2. Bid # 873 for procurement of one new, ¾ ton heavy duty, four wheel drive pickup with short wide box and extended cab.
LAND
1. Bargain and sale deeds to Shane Spontini for three parcels that were acquired through property tax foreclosure and sold at oral auction on October 12, 2004;
(1) ± 0.11 acre along Orchard Lane $ 1,000.00
(2) ± 0.20 acre on Roberts Creek Road $ 7,050.00
(3) ± 3.50 acres southeast of Winston $ 1,750.00
MANAGEMENT AND FINANCE
1. Order in the matter of supplemental budget adjustments to the Health and Social Services fund. An Oregon State Police Domestic Preparedness grant for medical supplies and equipment (security upgrades) in the amount of $42,000 and a bioterrorism grant for equipment protection upgrades and training in the amount of $68,039.
PUBLIC WORKS
1. Order accepting completion of contract with Roseburg Paving Company for North Stephens Street reconstruction and Non-Profit Campus Road construction. Contract amount is $2,190,342.36.
2. Order accepting Melody Lane into the county road system.
3. Order accepting easement from Donald R. and Robbie J. Schelling for connection to the Glide-Idleyld Park sewer system.
SHERIFF
1. Work plan for Oregon Emergency Management for FY 2005. Work plan is required by Oregon Emergency Management to be eligible to receive Emergency Management Performance grant dollars. Proposed revenue to the county $42,727.
2. Agreement between the State of Oregon and Douglas County Sheriff’s Office for jail beds. Agreement authorizing housing of up to 40 Oregon Department of Corrections inmates at the Douglas County corrections facility. Contract amount not to exceed $925,000.
3. Block grant for radios, global positioning satellite devices, and desktops. Douglas County will receive $14,009 with a county match of $1,591.
4. Contract agreement with Spectracom Corporation for simulcast common equipment for master oscillators and related items. Total purchase is $179,186.25.
5. Contract agreement with Silke Communications Inc. for simulcast common equipment for receiver voters. Total purchase is $157,417.
MISCELLANEOUS
1. Order appointing a pool of members to the Board of Property Tax Appeals for the season 2004-2005.
2. Order appointing Jane Maritz to the Regional Workforce Investment Board. Term to expire December 31, 2006.
3. Lease with AlderCraft LLC for property at 150 B Street in Drain.
