MINUTES Approval of the Minutes of October 8, 2014.


1. PUBLIC HEARING – Ordinance Amendment (Paul Meyer)
Ordinance No. 2014-09-15 amending County Accountant section 3.04.020 of the Douglas County Code. This is the second and final reading. Effective date January 19, 2015.

2. PUBLIC HEARING – Sale of Real Property (Paul Meyer)
Public hearing on the proposed sale of real property located in Douglas County. The purpose of hearing is to hear objections to a land sale pursuant to ORS 275.330 (2) and (3). The property is identified as 0 Old Highway 99 North, Oakland, Oregon, 3.95 acres, R21416 at 25-05W-17A-00600.

3. DISTRICT ATTORNEY – Grant Amendment (Rick Wesenberg)
Amendment No.1 to Victims Assistance Grant (VOCA). Extends the project period from September 30, 2014 to September 30, 2015.

4. HEALTH AND SOCIAL SERVICES – Memorandum of Understanding (Jeanne Wright)
MOU with Umpqua Community Action Network for participation in the Retired and Senior Volunteer Program (RSVP) at the seven (7) Senior Dining Sites in Glendale, Glide, Reedsport, Riddle, Sutherlin, Winston, and Yoncalla.

5. HEALTH AND SOCIAL SERVICES – Amendment to Intergovernmental Agreement (Jeanne Wright)
New Intergovernmental Agreement No. 146745 with Oregon Department of Human Services. Improves the County Senior Services Aging and Disability Resource Connection (ADRC) with the ability to identify and refer consumers dealing with dementia. Maximum reimbursable expenses of $40,937.00

6. LAND – Letter of Support and Acknowledgement (Gary Groth)
The Partnership for the Umpqua Rivers and the McKenzie River Trust are requesting a letter of support and a landowner acknowledgement for the Scholfield Creek Tidal Wetlands Conservation Project. The Partnership for the Umpqua Rivers and the McKenzie River Trust are applying for a National Coastal Wetlands Conservation Grant.

7. PARKS – Annual License Renewal (Gary Groth)
Annual Renewal for the license allowing the Roseburg Rotary Foundation to use River Forks Park for the Festival of Lights event held from November 2014 through January 2015. Cost: Parks Department receives license fee equal to 20% of the net revenues, or $2,900, whichever is greater.

8. PLANNING – Delegation of Authority Report for the Third Quarter of 2014 (Keith Cubic)

9. PUBLIC WORKS – Order Accepting Warranty Deed (Robb Paul)
Order accepting warranty deed from Michael R. and Carol J. Clarenbach for the acquisition of Real Property for the realignment of Rock Creek Country Road No.78.

10. PUBLIC WORKS – Order Granting Vacation of Right of Way (Robb Paul)
Order granting vacation of a Portion of Right of Way for Rock Creek Country Road No.78. Petitioners – Michael and Carol Clarenbach.

11. PUBLIC WORKS – Contract (Robb Paul)
Contract with BPW Company in the amount of $27,900.00 for drainage improvements on Riddle Bypass Road, County Road No. 263, M.P. 0.20 to M.P. 0.40, Douglas County, Oregon.



The next regularly scheduled Board meeting will be held October 22, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
