MINUTES of the Board meeting held on October 7, 2009


1. HEARING – For Annexation of Property and Order Incorporating Territory to the Glide Rural Fire District
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on September 16, 2009, for the petition of annexation by Chief Petitioner: SAWYER, to have property annexed into the Glide Rural Fire District. The petition has qualified under ORS 198.855(3), and annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time. This will be the only hearing for annexation of this property to the Glide Rural Fire District and the Order Incorporating Territory.

2. COMMUNICATIONS -- Agreement with PacifiCorp
Agreement with PacifiCorp for site lease on Watson Ridge. The County will pay $15,600 to PacifiCorp, starting January 1, 2010.

3. DISTRICT ATTORNEY – Department of Justice Intergovernmental Agreement
Biennium agreement between Douglas County and the Department of Justice for July 1, 2009 through June 30, 2011. The amount of the grant is $62,511.00. The grant funds a .60 FTE position for a legal assistant working with Deputy DA Julie Zuver in dependency cases.

4. JUVENILE—Acceptance of Award for Fiscal Year 2009 Recovery Act Rural Law Enforcement Assistance: Enhancing Rural Corrections, Detention, and Jail Operations
The Juvenile Department has been awarded a Federal grant in the amount of $1,795,615.00 through the Fiscal Year 2009 Recovery Act Rural Law Enforcement Assistance: Enhancing Rural Corrections, Detention, and Jail Operations program, from the Office of Justice Programs. This grant will be used for an Intensive Intervention Program to reduce chronic recidivism by identifying youth who are most likely to re-offend, and by then utilizing effective intervention strategies with those youth.

5. PARKS AND FACILITIES – Contract Extension and Modification
Contract Extension and Modification with Eden Advanced Pest Technologies to provide Pest Control at various County sites. This extends the contract to July 31, 2010 and modifies the contract to reflect the correct bi-monthly price and adds additional service areas that were left off the original agreement. There is no increase in the contract amount.

6. PLANNING – Delegation of Authority Report
Under the Delegation of Authority Order dated June 25, 1997, a periodic report on Delegated Responsibilities is required. The scheduling of this agenda item will provide an opportunity to report on actions taken in administration of the County’s program on behalf of the Board of Commissioners during the Third Quarter of 2009. During this reporting period, there were two (2) final Zone Change Orders, one (1) Waiver of Objection to Assessment, and eleven (11) Orders setting hearing dates.

7. PUBLIC WORKS – Contract with I.E. Engineering, Inc.
Contract with I.E. Engineering, Inc. in the amount of $726,571.00 for Del Rio Road Realignment Engineering Services.

8. MISCELLANEOUS – Renewal of Grant Contract With Adapt
Renewal of grant contract for early intervention, prevention and treatment services for alcohol and drug abuse with ADAPT. The funds are 2145 (pass through funds from the State of Oregon). The amount is a 40% Mental Health Tax apportionment as per ORS 430.380.

9. MISCELLANEOUS – Deliberation/Appointment to Advisory Committee
Two vacancies exist on the Special Transportation Advisory Council due to expiring terms of Bob Jacobson (Position #6 – Provider) and Polly Stirling (Position #3 – Seniors). The vacancies were advertised with Douglas County media. Two applications were received from Bob Jacobson and Polly Stirling. The Committee recommends the reappointment of both applicants.




The next regularly scheduled Board meeting will be held October 21, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
