APPROVAL OF MINUTES: October 6, 2010


1. BID OPENING – # 992 for (1) Four Passenger Snow Tractor
Bid opening for (1) new or demo (less than 50 hours use) four passenger snow tractor with front blade. Will be purchased with Title III Funds. The bid was scheduled to be opened at the 10/6/10 Board of Commissioner’s meeting. A bid was received but due to an internal delivery issue did not get delivered to the Board of Commissioners before the 10/6 opening.

2. PUBLIC HEARING – Ambulance Service Agreement Amendment
Public hearing on request for transfer of Ambulance Service Franchise Agreement for area #4 currently with the City of Sutherlin to Medcom Ambulance Authority.

3. DINT – 2010-2012 Byrne/JAG Law Enforcement Grant
DINT has been awarded a grant by the Oregon Criminal Justice Commission. The grant is for $100,000.00 over a two year period and will pay for overtime, K9 training and other miscellaneous costs.

4. DISTRICT ATTORNEY – Victim’s of Crime Advocate (VOCA) Basic Grant
VOCA Basic Grant 2010-2012 provides $75,402.00 as reimbursement for the full salary of the Victim Advocate/Legal Assistant working with victims of crimes committed by juvenile offenders and provides .04% of the salary for the Victim Coordinator working with victims of crimes committed by adult offenders. The grant has been awarded annually since 2002.

5. HEALTH AND SOCIAL SERVICES – Order Authorizing Purchase of (4) New 12 Passenger Vans
Order authorizing purchase of (4) new 12 passenger vans with options from Northside Truck Sales, Inc. Purchase is from Oregon State price agreement #5182-PA and is exempt from competitive procurement per LCRB 4.24. Vans ordered by County as grantee but Douglas Resident Training Facility, Inc. will be the owner/operator. Funding is provided from ODOT grant #26060. Total purchase price is $91,591.36.

6. MISCELLANEOUS – Discussion/Deliberation of Appointments to the Special Transportation Advisory Council (STAC)
The STAC has six vacancies on the committee due to expired terms and a resignation. The vacancies were advertised with Douglas County media and six applications were received. On September 2, 2010 the STAC held a public meeting and recommended the reappointment of Vic Falgout, Stuart Liebowitz, John McDonald, Robin Illers, and Ron Justis. They also recommend the appointment of Jim Little. Terms will expire June 30, 2012.

7. MISCELLANEOUS – Discussion/Deliberation of Appointment to the Salmon Habitat Improvement Program (SHIP)
Three vacancies exist on the SHIP due to expiring terms. The vacancies were advertised with Douglas County media and three applications were received. The SHIP recommends reappointment of Robert Hissong, Gary Lewis and Tom Manton to the Committee. Terms will expire January 30, 2013.

8. MISCELLANEOUS – Appointments to the Board of Property Tax Appeals (BOPTA) for the Tax Season 2010-2011
There are four vacancies on the BOPTA due to expired terms. The positions were advertised with Douglas County media and four applications were received. The County Clerk recommends reappointing Greg Johnson, Georgia Stiles, Robert Whipple and Craig Ferber for a one year term ending June 30, 2011.



The next regularly scheduled Board of Commissioners meeting will be held October 20, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
