MINUTES of the board meeting of October 6, 2004 to be approved.

CITIZEN PARTICIPATION - Citizens wishing to address the commissioners concerning this agenda, or items of interest not included on this agenda, may do so at this time. When recognized, anyone addressing the commissioners will go to the microphone and give your name and address for the record.


1. Order refunding taxes to the following:
First Data Merchant, $509.39
Dorothy Seamans Revocable Trust, $2,408.81
Rocking C. Ranch LLC, $951.18


1. Order appointing Carol Lovelett, E.M. as Mental Health Director’s Designee.

2. Order modifying ambulance rate change for North Douglas Fire Ambulance Service.


1. Resolution declaring that the acquisition of certain properties for the widening and realignment of Manning Road is in the public interest.

2. Real estate option and order accepting deed from Larry Caldwell and Susan Scheufele for the acquisition of right of way to be used for culvert replacement on Clark’s Branch Road. Consideration is $200.


1. State Marine Board Facility Grant agreement to replace the east restroom at Cooper Creek. Grant amount is $35,000. County will provide $2,500 in cash, labor, materials and services.

2. State Archaeology Permit application. The county is doing rehabilitation work at Baker and Smith Springs Parks using federal funds offered by the U.S. Forest Service through the Scenic Byway Program. Archaeological surveys are required prior to use of federal funds for construction projects. The initial archaeological survey at Smith Springs uncovered some small artifacts; consequently, the county must sign the application to allow further “shovel-probe” excavation to determine the extent of the archaeological site. There is no cost to the county.


1. Orders reappointing William Bellando to the Douglas Planning Advisory Committee and Robert Moldenhauer to the Roseburg-Green Planning Advisory Committee. Terms to expire October 17, 2007.

2. Order accepting irrevocable offer to dedicate property with waiver of objection to assessment. As a condition of approval for a subdivision, Ronald and Anita Poteet were required to offer to dedicate a 10-foot wide strip of land along the east boundary of property along Little Valley Road.
3. Order and notice setting hearing date of November 24, 2004 for petition to annex property to the Green Sanitary District. Chief petitioners are Clayton and Jessica Ruble.

4. Order and notice setting hearing date of November 24, 2004 for annexation of nine properties to the Douglas County Fire Protection District No. 2.

5. Delegation of Authority report by Planning Director, Keith Cubic, for the third quarter of 2004.


1. Order accepting completion of contract with C P Construction for a new disposal bay at Oakland Transfer Site. Contract amount is $117,407.87.

2. Order accepting completion of contract with Tri-Pact Construction, Inc. for culvert replacement on Plat “I” Road. Contract amount $91,356.21.

3. Contract change order with C2S Group, LLC for installation of conduits for water and sewer expansion at the intersection of Hwy. 138 at Fort McKay Road. This addition to the contract was requested by the City of Sutherlin. Cost will be $42,400 with full reimbursement by the city.

4. Extension of contract with Cascade Software Systems, Inc. to provide certain work maintenance and systems services for cost accounting software system. Term of contract extended to June 30, 2005.


1. Agreement between State of Oregon and Douglas County Sheriff’s Office for housing of up to 40 inmates at the Douglas County corrections facility. Contract amount not to exceed $925,000.

2. Contract agreement with Convex Corporation for simulcast common equipment for TIMS test sets and audio/keying distribution panels.

3. Contract modification with Harris Corporation for training employees on the use of microwave tower project equipment. Term of contract extended to March 31, 2005.


1. Order appointing Susan Driver to the Local Alcohol and Drug Planning Committee. Term to expire November 4, 2007.
