2. Approval of the Minutes of October 5, 2016

4. FLEET SERVICES – Bid Opening (Robb Paul)
Bid #102 opening for one (1) new full-size, one ton four wheel drive crew cab chassis. The vehicle is for Public Works, Operations and Maintenance.

5. FLEET SERVICES – Bid Opening (Robb Paul)
Bid #103 opening for six (6) new full-size, ¾ ton, four wheel drive extra cab pickups with a short wide box. These vehicles are for Public Works, Operations and Maintenance.

6. COMMISSIONERS – Resolution (Commissioner Freeman)
Resolution providing a Tax Exemption for the Homesteads of Surviving Spouses of Certain Public Safety Officers. The Governor signed a law in the 2016 legislative session, 2016 Oregon Laws Chapter 56 (Senate Bill 1513), which authorizes a county to provide a partial property tax exemption for the homestead of surviving spouses of certain public safety officers killed in the line of duty.

7. *Removed* INFORMATION TECHNOLOGY – Order Authorizing Purchase (Kevin Potter)
Order to approve the purchase of an advanced data storage system for County operations for the purpose of replacing current systems that have reached the end of life.

8. JUVENILE – Amendment to an Intergovernmental Agreement (Aric Fromdahl)
Second Amendment to the Intergovernmental Agreement with the Oregon Youth Authority (OYA). The amendment establishes a new average daily population (ADP) of 16 youth being referred by the OYA into our Shelter Care Facility. The amendment modifies the “not to exceed” payments to coincide with the increase in ADP, as well as, guarantees 30 days of payment for the additional 8 beds as start-up expenses to fund the Shelter during the build-up to this new ADP for 30 consecutive days beginning December 7, 2016. In addition, this amendment gives us a guarantee of 8 youth per day of ADP from July 1 to November 30, 2016.

9. JUVENILE – Contract (Aric Fromdahl)
Contract with ADAPT for services of a Mental Health Therapist to perform screenings, assessments, and individual counseling sessions, as well as provide treatment to our Adolescent Sex Offender caseload clients. Treatment service rates did not change from last year.

10. PLANNING – Southern Oregon Regional Pilot Program (SORPP) Update (Keith Cubic)

11. PUBLIC WORKS – Contract (Robb Paul)
Cooperative Stream Gage Contract with the United States Geological Survey (USGS). Total Contract amount is: $282,580.00 with funding from USGS in the amount of $120,719.00; Douglas County in the amount of $66,730.00; Cooperators (USFS and BLM) in the amount of $95,131.00.

12. PUBLIC WORKS – Grant Agreement (Robb Paul)
Grant Agreement with Roseburg Urban Sanitary Authority (RUSA). RUSA will apply for grants from the State of Oregon to construct a sanitary pump station to service the industrial lands at Winchester. The Douglas County Industrial Development Board will grant to RUSA the matching funds required in the amount of $88,235.00.

13. PUBLIC WORKS – Order Granting Vacation of Property Upon Performance or Fulfillment of Conditions (Robb Paul)
Vacation of a portion of Grange Road, County Road No. 349 and a portion of Brittney Avenue, County Road 349A. Petitioner: Jerry L. Tabor Building, Inc.

14. SHERIFF – 2016 Homeland Security Grant Agreements (Wayne Stinson)
- Grant 16-226: $19,154.00 for Emergency Operations Center Telephone Banks.
- Grant 16-227: $350,950.00 for IT Department Communication System
- Grant 16-228: $2,909.00 for CPR Training Supplies

15. MISCELLANOUS – Appointments to Board of Property Tax Appeals (BOPTA)(Patty Hitt)
Appointment of Craig Ferber, Greg Johnson and Chris Boice to the Pool of non-office holding resident members representing the County Government Body and the Appointment of Craig Ferber, Greg Johnson, Bob Bass, and Lloyd Ellsworth Durbin to the Pool of non-office holding resident members. Term is for the 2016-2017 Tax Season.

16. MISCELLANEOUS – Discuss /Approve Forms for the Gardiner Sanitary District Project’s Environmental Review (Commissioner Morgan)
(1) The Environmental Assessment form is the County’s determination of “Finding of No Significant Impact.”
(2) The Combined Notice form will be printed in the News-Review. Both forms are part of the Environmental Review process for the Community Development Block Grant (CDBG).
