1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF MINUTES for October 2, 2019 Meeting

3. PROCLAMATION – World Food Week (Commissioner Boice)

5. HUMAN RESOURCES – Bargaining Agreement (Michael Kurtz)
Three-year Collective Bargaining Agreement with the Douglas County Law Enforcement Association (DCLEA). This contract includes a 3% Cost of Living Allowance (COLA) in each year of the contract. (July 1, 2019 – June 30, 2022) It also includes a 1% increase to each respective category of longevity pay. The terms and conditions of this agreement have been ratified by the DCLEA membership.

6. PARKS DEPARTMENT – Infrastructure Contract (Rocky Houston)
Infrastructure Contract between Douglas County Parks Department and the State of Oregon, Office of Emergency Management (OEM) to qualify Douglas County Parks to receive Federal funding, provided by FEMA, for the declared major disaster 4452-DR-OR. (April Severe Storms, Flooding, Landslides and Mudslides)

7. PARKS DEPARTMENT – Contract (Rocky Houston)
Contract #30000028 between Douglas County and i.e. Engineering to design plans to install a new access road and closure of current Triangle Road access at Half Moon Bay Campground. Plans will also include the installation of a bio-swale and improved ditching from the existing campground to the pond, and will also provide for plans to construct a shop for park operations. Cost not to exceed $34,730.00.

8. PARKS DEPARTMENT – Contract (Rocky Houston)
Contract #30000034 between Douglas County and Happy Hills Tree Service to remove downed and damaged trees at Pass Creek Park and Scottsburg Park. Contract term date is October 31, 2019 with an estimated cost of $28,000.00.

9. PLANNING DEPARTMENT – Contract Extension (Joshua Shaklee)
Second Extension of Timber Sale Contracts #310-South Winchester, #311-Joyce Creek, and #312-North Winchester with Swanson Group MFG, LLC due to early rains during the summer operating season. Term extended to September 1, 2020.

10. PUBLIC WORKS – Intergovernmental Agreement Extension (Scott Adams)
Extension of Intergovernmental Agreement between Douglas County and the City of Drain for sale of fuel for the City’s vehicles from certain facilities belonging to Douglas County. Term extended to June 30, 2020.

11. PUBLIC WORKS – Intergovernmental Agreement Extension (Scott Adams)
Extension of Intergovernmental Agreement between Douglas County and North Douglas Fire & EMS for sale of fuel for agency’s vehicles. Term extended to June 30, 2020.

12. PUBLIC WORKS – Agreement Modification (Scott Adams)
Agreement Modification between Douglas County and BLM for the collection and delivery of stream gage data, extending the term to September 30, 2020, and increasing the BLM funding from $51,673.00 to $175,175.00.

13. PUBLIC WORKS – Intergovernmental Agreement (Scott Adams)
Agreement between Douglas County Public Works Department and the State of Oregon, Office of Emergency Management (OEM) to qualify Douglas County Public Works to receive Federal funding, provided by FEMA, for the declared major disaster 4452-DR-OR. (April Severe Storms, Flooding, Landslides and Mudslides)

14. SENIOR SERVICES – Intergovernmental Agreement (Jeanne Wright)
Intergovernmental Agreement #160806 between Douglas County and Oregon Aging and People with Disabilities, Community Services and Supports to support Mental Health Services for mild to moderate depression in Seniors and people with disabilities. Term 10/01/2019 – 06/30/2021.

15. SOLID WASTE – Contract Extension (Scott Adams)
First extension of Contract #31375 between Douglas County and Fox Erosion Control and Landscape Inc. to provide cover seeding at the Douglas County Landfill. New term date of October 14, 2020.

The next regularly scheduled Board meeting will be held October 16, 2019 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
