MINUTES of the Board meeting held on September 30, 2009

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – For Cooling Equipment Maintenance
Bid opening #976 for a full service maintenance and repair contract for the Courthouse/Justice Building cooling system.

2. HEARING – Order Transferring Jurisdiction of a Portion of Stephens Street
Order transferring jurisdiction of a portion of Stephens Street from Douglas County to the City of Roseburg.

3. HEARING – For Annexation of Property and Order Incorporating Territory to the Glide Rural Fire District
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on September 3, 2009, for the petition of annexation by Chief Petitioner: NICHOLLS, to have property annexed into the Glide Rural Fire District. The petition has qualified under ORS 198.855(3), and annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time. This will be the only hearing for annexation of this property to the Glide Rural Fire District and the Order Incorporating Territory.

4. HEARING – For Annexation of Property and Order Incorporating Territory to the Glide Rural Fire District
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on September 3, 2009, for the petition of annexation by Chief Petitioner: KONECNY, to have property annexed into the Glide Rural Fire District. The petition has qualified under ORS 198.855(3), and annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time. This will be the only hearing for annexation of this property to the Glide Rural Fire District and the Order Incorporating Territory.

5. HEARING – For Annexation of Property and Order Incorporating Territory to the North Douglas County Fire and EMS
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on September 3, 2009, for the petition of annexation by Chief Petitioner: DUNCAN, to have property annexed into the Glide Rural Fire District. The petition has qualified under ORS 198.855(3), and annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time. This will be the only hearing for annexation of this property to the North Douglas County Fire and EMS and the Order Incorporating Territory.

6. HEARING – For Annexation of Property and Order Incorporating Territory to the Glide Rural Fire District
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on September 3, 2009, for the petition of annexation by Chief Petitioner: OTIS, to have property annexed into the Glide Rural Fire District. The petition has qualified under ORS 198.855(3), and annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time. This will be the only hearing for annexation of this property to the Glide Rural Fire District and the Order Incorporating Territory.

7. HEARING – For Annexation of Property and Order Incorporating Territory to the Glide Rural Fire District
The “Notice of a Public Hearing” and “Order Setting a Hearing Date” was signed on September 3, 2009, for the petition of annexation by Chief Petitioner: SCHUSTER, to have property annexed into the Glide Rural Fire District. The petition has qualified under ORS 198.855(3), and annexation petition is signed by all of the owners of all land in the territory proposed to be annexed. The signatures of the property owners of the proposed annexation have been verified. There are no known objectors at this time. This will be the only hearing for annexation of this property to the Glide Rural Fire District and the Order Incorporating Territory.

8. ASSESSOR – Tax Refund
Order refunding taxes to Valynn Currie, Trustee of the Highstream Family Trust ($311.08); Rifle Range Road Corp ($6,677.16).

9. COMMISSION ON CHILDREN AND FAMILIES – Healthy Start Request for Application
As a result of a comprehensive program redesign, the Oregon Commission on Children and Families is utilizing a non-competitive Request for Application (RFA) process to contract with Local Commissions on Children & Families for Healthy Start/Healthy Families Oregon Program. Douglas County is responding to the RFA to maintain the Healthy Start funds allocated to the County. These funds are presently contracted to the Family Development Center and Mercy Medical Center. Funds are in the amount of $133,853 for the remainder of FY 2009-10.

10. INFORMATION TECHNOLOGY – Data Line Contract Renewals
Douglas County has utilized data connectivity services from Douglas Services, Inc. dba Douglas FastNet, and wishes to renew the contracts for these services. There are four individual agreements for service to separate locations; the County Courthouse ($1,425/month), the Parks Department ($150/month), the Fleet Services ($150/month), and the Museum ($60/month). All agreements are continuing for a term of 24 months at no increase. Any agreement can be terminated on a 30 days notice.

11. PARK AND BUILDING FACILITIES – Disc Golf Course Development Agreement
The agreement with Derek Brown, dba Disc Golf of Oregon (DGO) grants the right for DGO to develop a Disc Golf Course at Pass Creek Park. There will be no County funds used for this project.

12. PLANNING – PAC Reappointment
Two membership terms on the Calapooya PAC have expired. Marc Nicholls and Richard Smith have received recommendation for reappointment from the Committee for Citizen Involvement. Two membership terms on the South Umpqua PAC have expired. Tom Michaels and Kathey Linn have received recommendation for reappointment from the Committee for Citizen Involvement. All are suitable and willing to be reappointed.

13. PUBLIC WORKS – Order Designating Temporary Speed Reduction
Order designating temporary speed reduction on Elk Creek Bridge No. 19C485.

14. SHERIFF – Lane Mountain Radio Site
Application for a radio site on Lane Mountain for Amateur Radio Emergency Services (ARES).

15. SHERIFF – Agreement with Douglas Timber Operators for Sheriff Deputy
Agreement for a Deputy to patrol DTO Land. The following companies are contracting for services: Seneca Jones Timber, Moore Mill, Silver Butte Timber Company, Plum Creek Timberlands LP, Menasha Log Co. LLC, Rosboro LLC, Guistina Land and Timber Co., Guistina Resources, Lone Rock Timber Co, Roseburg Resources, Oregon Department of Forestry and Swanson Group Mfg. Total Cost $80,409

16. MISCELLANEOUS – Intergovernmental Agreement and Resolution for a Special Advocacy Fund
Intergovernmental agreement among counties belonging to the Association of O&C Counties for creation of a Special Advocacy Fund (SAF), and a resolution authorizing participation in the SAF. The purpose of the SAF is to finance the cost of services, projects and activities designed to protect, preserve and enhance the County’s interest in the O&C lands and the O&C related revenues. Amounts on deposit in the current Endowment Fund (which expires November 1, 2009) will be transferred into the new SAF. This new Intergovernmental Agreement expires on November 1, 2012. If approved, the Board needs to authorize Doug Robertson to sign the agreement and resolution.

17. MISCELLANEOUS – Deliberation and Discussion for Appointment to the Planning Commission
A vacancy exists on the Planning Commission due to the death of Mr. Ed Stratton. The position was advertised with Douglas County media and seven applications were received for consideration.

20. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held October 14, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
