PLEDGE OF ALLEGIANCE

APPROVAL OF MINUTES: September 29, 2010

CITIZEN COMMENTS ON AGENDA ITEMS ONLY


1. BID OPENING – #992 for (1) Four Passenger Snow Tractor
Bid opening for (1) new or demo (less than 50 hours use) four passenger snow tractor with front blade. Will be purchased with Title III funds.

2. CLERK – Contract Extension with Helion Software, Inc.
Annual contract extension for the Clerk recording software for support and maintenance through Helion Software, Inc. The cost is the same as previous year at $16,590.76 and was included in the 2010/2011 budget. Extends contract to September 30, 2011.

3. COMMISSION ON CHILDREN AND FAMILIES – Self Assessment
As per the partnership Agreement between Douglas County and the Oregon Commission on Children and Families, Douglas County is required to conduct a review of the Commission work and present its findings to the Board of County Commissioners. The self-assessment includes brief highlights of the Commission’s work during the past two years.

4. COMMUNICATIONS – Extension of Contract with Ellis Electric
Contract extension with Ellis Electric for consulting on microwave radio systems as needed. Extends contract to November 30, 2011. Cost is $50 per hour (includes over time, holiday and mileage).

5. COMMUNICATIONS – Extension of Contract with Engelbrecht Communications
Contract extension with Engelbrecht Communications for work on microwave radio systems as needed. Extends contract to October 31, 2011. Cost is $50 per hour (includes over time, holiday and mileage).

6. HEALTH AND SOCIAL SERVICES – Intergovernmental Agreement with Department of Human Services
Intergovernmental Agreement between Douglas County and the Department of Human Services for an Interoperability Grant in the amount of $150,000. The grant will provide Douglas County with electronic access to the State’s medical records.

7. PUBLIC WORKS – Modification to Yoncalla Diesel Spill Funded Contract with Douglas Soil and Water Conservation District
Modification to Yoncalla Diesel Spill funded Contract with Douglas Soil and Water Conservation District in the amount of $3,606.00 for changes to the Applegate Pond Enhancement project’s scope of work.

8. SHERIFF – Umpqua National Forest Memorandum of Understanding (MOU) for Search and Rescue
Memorandum of Understanding to lay out how Search and Rescue (SAR) incidents are managed on Forest Service Lands.

9. SHERIFF – Memorandum of Understanding (MOU) with Salvation Army
MOU to utilize a mobile feeding capability that The Salvation Army has developed. During protracted field operations in criminal, search and rescue and other emergency incidents, The Salvation Army will provide meals in crucial and sustained operations. Cost will vary depending on operation. Total under this agreement cannot exceed $25,000.00.

10. MISCELLANEOUS – Discussion/Deliberation of Appointment to Douglas County Dog Control Board
A vacancy exists on the Douglas County Dog Control Board due to the expired term of Martin Burnett. The position was advertised with Douglas County media and two applications were received. The Committee reviewed the applications and recommends the reappointment of Martin Burnett with a term ending June 30, 2014.

13. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board of Commissioners meeting will be held October 13, 2010 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
