MINUTES of the Board meeting held on September 28, 2011

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING – Fleet Services (Mike Blanck)
Bid #011 for (1) new ½ ton, 4 door special, 4 wheel drive service sport utility vehicle for the Sheriff’s Department.

2. BID OPENING – Fleet Services (Mike Blanck)
Bid #012 for (3) new ¾ ton, 4 wheel drive pickups with short wide box & crew cab for the Sheriff’s Department.

3. BID OPENING – Fleet Services (Mike Blanck)
Bid #013 for (1) new full size, ½ ton, 4 wheel drive pickup, with short wide box & extended cab for the Sheriff’s Department.

4. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Hearing for Annexation of property to Douglas County Fire District No. 2. Chief Petitioner: PICKNELL

5. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Hearing for Annexation of property to Roberts Creek Water District. Chief Petitioner: SCHROEDER.

6. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Hearing for Annexation of property to North Douglas Fire and EMS. Chief Petitioner: WETHERBEE

7. HEALTH AND SOCIAL SERVICES – Lease Agreement (Peggy Madison)
Lease agreement for vehicles with United Community Action Network (UCAN) for the operation of U-Trans Public & Paratransit Transportation. The Agreement includes UCAN match payment for a used bus from Sunset Empire Transit District (Astoria, Oregon).

8. JUVENILE – Amended Intergovernmental Agreement with the Oregon Youth Authority (Aric Frohmdahl)
Amendment of an existing Intergovernmental Agreement (IGA) between the State of Oregon and Douglas County for placement of youth committed to the Oregon Youth Authority in the Douglas County Juvenile Shelter Care Facility. This changes the “effective date and duration” only.

9. LAW LIBRARY – Contract for Print Materials for the Law Library (Diana Hadley)
Due to the decrease in the Law Library’s budget, a new contract with our main vendor, West, a Thompson Reuters Co., had to be renegotiated to lower costs. The new contract lowers the monthly cost by approximately $2,300.00 per month for a savings of $18,000.00 for the current fiscal year.

10. PUBLIC WORKS – Memorandum of Lease (Robb Paul)
Memorandum of Lease states a site lease agreement is in effect between Douglas County and Roseburg LFG. The Memorandum is required by Roseburg LFG’s project construction lender in order to close their construction loan.

11. SHERIFF -- Emergency Management Performance Grant
Grant provides funding for personnel and limited supplies for emergency management. Grant amount: $106,665.00.

12. MISCELLANEOUS – Reappointment to the Douglas County Compensation Board
A vacancy exists on the Douglas County Compensation Board due to the expired term of Sandra Jackson. Traditionally, the Board has been comprised of the Budget Committee; therefore it was not advertised with Douglas County media. Sandra Jackson would like to be reappointed to another three year term that would end June 30, 2014

13. MISCELLANEOUS – Appointment/Reappointment to the Traffic Safety Commission
Vacancies exist on the Traffic Safety Commission due to the death of Ed Wood and the two expired terms. The positions were advertised with Douglas County media and three applications were received. The Traffic Commission recommends the appointment of Jim Brown to replace Ed Wood with a term ending June 30, 2013 and reappoint Roger Drescher and James Churchill to new terms that would end June 30, 2014.

14. MISCELLANEOUS – Reappointment to the Humphrey Addition Special Road District
A vacancy exists on the Humphrey Addition Special Road District due to the expired term of John Davis. Mr. Davis would like to be reappointed to a new term that would end December 31, 2013.

17. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held October 12, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
