MINUTES Correction to the Minutes of September 10, 2014. Commissioner Winters was in attendance and Commissioner Laurance was absent. Approval of the Minutes of September 17, 2014 and September 24, 2014.


1. PUBLIC HEARING – Ordinance Amendment (Paul Meyer)
First reading of an Ordinance amending 3.04.020 County Accountant section of the Douglas County Code. Second reading will be October 15, 2014 and an effective date of January 19, 2015.

2. BUILDING FACILITIES – State Price Agreement (Kevin Potter)
Order approving State of Oregon Pricing Agreement #2574 with ThyssenKrupp for maintenance of county elevators in the justice, courthouse and health buildings.

3. HEALTH AND SOCIAL SERVICES – Contract Extension (Paul Meyer)
Extension to Contract No.28735 with Scan-It, Inc. for document scanning services for the Health Department. Term: Extends term to 10/31/14. Cost: Estimated $132,770.00.

4. HEALTH AND SOCIAL SERVICES – Sub-Award Agreement (Dawnelle Marshall)
Sub-Award Agreement with Health Care Coalition of Southern Oregon for Eliminating Disparities in Perinatal Health.
Revenue: $65,600.00 Term: 09/01/2014-05/31/2015

5. JUVENILE – Contract with Options Counseling of Oregon, Inc. (Aric Fromdahl)
Contract for a funding program awarded under the Comprehensive Plan for 2014-2015 by the Oregon Department of Education, Youth Development Division to provide services for “Intensive Home-Based Individual and Family Therapy” serving children ages 10-12.
Funding was adopted into the FY2014-15 budget.

6. LAND – Assignment of Reciprocal Rights of Way (Gary Groth)
Assignment of Reciprocal Rights of Way between Douglas County, Oregon Department of Fish and Wildlife, and Bandon Biota, LLC.

7. PARKS – Contract with LTM, Inc. dba Knife River Materials (Gary Groth)
Bid 062 was opened on September 11, 2014. Order Awarding Contract to LTM, Inc. dba Knife River Materials for Whistler’s Bend Campground Improvements.
Cost: $364,645.00

8. SHERIFF – Fifth Extension of Contract with Conmed (John Hanlin)
Fifth extension of contract with Conmed, Inc. for providing medical services to the Jail and Juvenile Detention facility. Cost $70,615.33/mo. Term: Extends contract to 12/31/14

9. SHERIFF – Emergency Management Performance Grant Agreement (John Hanlin)
Annual Emergency Management Performance Grant Agreement. Provides up to 50% of the County Emergency Management program’s personnel cost and materials and supplies. Revenue: $137,829.00 Term: 7/1/2014-6/30/2015

10. SHERIFF – U.S. Forest Service Housing Agreement (John Hanlin)
Agreement for housing provided by the U.S. Forest Service for Douglas County Sheriff’s Office resident deputy. Cost: None Term: 12/31/2014-12/31/2017

11. SHERIFF – Homeland Security Grant Agreements (John Hanlin)
The following projects will be funded 100% by the 2014 Homeland Security Grants:
Grant #14-218 - $35,000 to fund an evaluation of the County Emergency Operations Center.
Grant #14-219 - $19,590 to provide funding for a “Throw Phone” for the Hostage Negotiation Team.
Grant #14-220 - $7,088 to provide battery backup for the Western Operations Center’s communications equipment.
Grant #14-221 - $23,750 to provide funding for citizen preparedness and outreach activities.

Presentation – The Elliott State Forest Should Remain in State Ownership with Management by a Private Entity (Bob Ragon).


The next regularly scheduled Board meeting will be held October 8, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
