MINUTES of the Board meeting held on January 2, 2013
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. PUBLIC HEARING – Amendments to the Comprehensive Plan (Keith Cubic)
Amendments to the Douglas County Comprehensive Plan are needed in order to update and integrate information into the Air Noise and Land Quality; Natural Features; Housing; and Transportation Elements (chapters) of the Comprehensive Plan.
2. PUBLIC HEARING – Amendments to the Land Use & Development Ordinance (Keith Cubic)
Amendments to the Douglas County LUDO are needed in order to implement amendments to dog kennel provisions resulting from HB 4170 in the 2012 Legislature and effect minor clarifications to enhance the effectiveness of the LUDO.
3. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Annexation of Property and Order Incorporating Territory in to the Azalea Rural Fire District. Chief Petitioner: Gallagher.
4. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Annexation of Property and Order Incorporating Territory in to the Winston-Dillard Rural Fire District. Chief Petitioner: Chisholm.
5. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Annexation of Property and Order Incorporating Territory to the North Douglas Fire and EMS. Chief Petitioner: Davidson.
6. TREASURER – Investment Policy 2013 (Jim Rudolph)

7. MISCELLANEOUS – Order Appointing Justice of the Peace Pro Tem (Paul Meyer)
Orders appointing a Canyonville and Glendale District Justice of the Peace Pro Tem
8. MISCELLANEOUS – Reappointment to the Salmon Habitat Advisory Committee (Robb Paul)
A vacancy will exist on the Salmon Habitat Advisory Committee (SHIP) due to the expiring term of Tom Manton. Mr. Manton would like to be reappointed to a new term that would end January 30, 2015.
9. MISCELLANEOUS – Appointment/Reappointments to the Douglas County Industrial Development Board (Susan Morgan)
Five vacancies will exist on the Douglas County Industrial Development Board (DCIDB) due to four expiring terms and one resignation. The vacancies were advertised with Douglas County media and five applications were received. The DCIDB recommends the reappointment of Lauren Young, Russ Noah, Dave Sabala, and Kelly Morgan to new terms that will end January 31, 2016. They also recommend appointing Cindy Kent to replace Georgia Stiles to a term that will end January 31, 2016.
