MINUTES of the board meeting of January 7, 2004 to be approved.
HEARING
1. Ordinance No. 2004-01-01. Elk Haven RV Park amendment request to the Douglas County Comprehensive Plan.
ADULT PAROLE AND PROBATION
1. Modification to project use agreement with Oregon Housing Authority, Oregon Department of Corrections, Umpqua Community Action Network and Douglas County Parole and Probation to allow the recipient to hire a manager to reside on-site (in either the group home or in a single room occupancy unit).
HEALTH AND SOCIAL SERVICES
1. Modification to contract with Psychiatrists Only, LLC, dated August 28, 2003. This increases payments by $1,000 and is exempt from competitive procurement.
HUMAN RESOURCES
1. Extension of contract agreement with Manley Administrative Services to provide and administer the collection and distribution of funds on behalf of Douglas County employees in the form of a flexible spending account. This will extend contract to December 31, 2004.

1. Orders refunding taxes to the following:

1. Order setting hearing date of February 18, 2004 and notice of public hearing for annexation of property to the Calapooya Rural Fire Protection District. Chief Petitioner is William Longhurst.
2. Delegation of authority report by Planning Director, Keith Cubic.
