MINUTES of the board meeting of January 5, 2005 to be approved.

BID OPENING
1. Bid No. 882 for one, new 1 ton standard cab, 2 wheel drive pickup.
ASSESSEMENT
1. Order refunding taxes to Carl and Brenda Ekstrom in the amount of $356.54 and Spectrasite Communications in the amount of $1,890.84.
COMMISSION ON CHILDREN AND FAMILIES
1. Contract amendment to the renewal contract for Umpqua Community Action Network in behalf of the Safety Net program. This amendment increases the contract amount by $4,499 for fiscal year 2004-2005.
HEALTH AND SOCIAL SERVICES
1. Order approving qualified Mental Health Specialists to serve as Mental Health Director’s Designees.
INFORMATION TECHNOLOGY
1. Addendum to contract No. 20294 with Edge Wireless, LLC. Addendum adds an additional 14 Sierra Wireless aircards, plus monthly access service. Total cost is $7,345.16.
LAND
1. Satisfaction of mortgage for a Woodlands Assistance Program reforestation loan with Gerald and Cheryl A. Bendle. The loan has been paid in full, and the county is releasing the lien on the property.
2. Road use and stockpile site permit with Roseburg Resources Co. for a county owned road in the Camas Valley area. Permit expires December 31, 2005. There is no consideration.
PLANNING
1. Acceptance of Douglas County Natural Hazard Mitigation Plan commendation from Oregon Office of Emergency Management.
2. Delegation of Authority report by Planning Director, Keith Cubic.
PUBLIC WORKS
1. Award of Bid No. 881 for one, new heavy duty ¾ ton, two wheel drive, standard cab pickup.
2. Award of RFP No. 864 for one, new 7500 lb. class, compact excavator.
3. Order granting vacation of a platted public roadway in Wilbur upon performance or fulfillment of conditions. Petitioners are Johnnie and Kelly Mitchell and Gene Whitaker.
4. Order accepting the following roads into the county road system:

Rainbow Ridge Avenue No. 406B
Pleasantview Loop No. 406C
Savoy Court No. 354G
SHERIFF
1. Agreement with Dictaphone Corporation for digital voice logging system for the 911 Center. Agreement amount is $35,272.
MISCELLANEOUS
1. Order appointing Marilyn Kittelman to the Coos, Curry, Douglas Business Development Board of Directors. Term to expire May 31, 2005.
