5. BUILDING FACILITLIES – Contract Award (Kevin Potter)
Contract with Floors by Design, Inc. for the flooring of the Fowler House Remodel (Juvenile Department). Total Cost: $29,770.00.

6. BUILDING FACILITIES – Contract Award (Kevin Potter)
Contract with E&S Hardware to purchase custom doors for the Fowler House Remodel (Juvenile Department). Total Cost: $25,669.00.

7. BUILDING FACILITIES – Contract Award (Kevin Potter)
Contract with Addcox Electric, Inc. dba Addcox Heating Center for a hood system for the Fowler House Remodel (Juvenile Department). Total Cost: $26,965.00.

8. BUILDING FACILITIES – Contract Award (Kevin Potter)
Contract with Armiger Acoustical & Drywall Inc. for drywall and ceilings for the Fowler House Remodel (Juvenile Department). Total Cost: $37,512.00.

9. INFORMATION TECHNOLOGY – Lease Agreement (Kevin Potter)
Lease Agreement between Douglas County and Silke Communications for the Canyon Mountain Wireless Communications Site. In lieu of rent payment to the County, Silke Communications will abate payment for County’s use of Silke’s wireless communications frequency.

10. JUVENILE ** STRICKEN ** – Contract (Aric Fromdahl)
Contract with ADAPT for a Mental Health Therapist to perform screenings, assessments, and individual counseling sessions, as well as provide treatment to the Adolescent Sex Offender caseload clients. Treatment services rates did not change from last fiscal year.

11. LAND DEPARTMENT – Bargain and Sale Deed (Kevin Potter)
Bargain and Sale Deed to McAhren Family Trust for the purchase of a tax foreclosed piece of property known as 0 Days Creek Cutoff Road in order to provide legal ingress and egress to their property located at 1374 Days Creek Cutoff Road. The Public Notice ran in the News-Review on September 8 and 13, 2016. Purchase price: $500.00.

12. LAND DEPARTMENT - Order of Sale (Kevin Potter)
Order of Sale of land acquired by Douglas County through foreclosure of taxes or otherwise. The public auction in scheduled for November 1, 2016 at 10:00 a.m. in Room 216. The auction will be published in newspapers throughout Douglas County on October 7th, 14th, 21st, and 28th, 2016.

13. PARKS – Resolution (Rocky Houston)
Resolution of Support to apply for a County Opportunity Grant from (OPRD) to replace the Windy Cove A Restroom/Shower facility that is 50 years old. Total Project cost: $315,000.00. The grant is $157,500.00 and requires a 50% match.

14. PUBLIC WORKS – Order (Robb Paul)
Amendment Order changing the definition of “department” in the Bylaws of the Special Transportation Advisory Committee from Douglas County Health and Social Services to Douglas County Public Works, Transportation Division.

15. PUBLIC WORKS --- Payment of In-Lieu Fee (Robb Paul)
Order authorizing payment of in-lieu fee in the amount of $134,326.27 to Oregon Department of State Lands as mitigation for 1.42 acres of wetland impacts that occurred during the development of the Jerry Bruce Community Campus. Fee is used to construct, maintain, and/or improve wetlands at a wetland mitigation bank.

16. PUBLIC WORKS – Contract Award (Robb Paul)
Contract for engineering services with David Evans and Associates, Inc. for the North Comstock Road: Central Avenue to North of 6th street project. Contract amount not to exceed $116,871.00. Total project cost is $403,494.00. The State will contribute $1,000,000.00 and the City of Sutherlin will contribute $200,000.00 to the project.

17. SHERIFF – Intergovernmental Agreement (John Hanlin)
Intergovernmental Agreement with Umpqua Community College for on-site patrol for the period of September 26, 2016 through January 31, 2017. Revenue: $27.01 per hour/per deputy.


18. MISCELLANEOUS – Reappointment (Commissioner Boice)
The Library has a vacancy on the Library Board due to the expired term of Joe Coyne. The Library Board recommends the reappointment of Mr. Coyne to a new term that would end June 30, 2020.

21. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held October 5, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
