CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Hearing for Annexation of property to Douglas County Fire District No. 2. Chief Petitioner is Broyhill.
2. PUBLIC HEARING – Annexation of Property (Keith Cubic)
Hearing for Annexation of property to Douglas County Fire District No. 2. Chief Petitioner is Engle.
3. ASSESSOR – Application of Refund (Susan Acree)
Refunds over $5,000 requiring Board of Commissioners signature. Darwin & Cathy Yarbrough ($5,824.23).
4. CLERK – Contract (Barbara Nielsen)
This is a second extension for the contract with Technical Imaging Services, Inc. for preservation of our images. The new term ends September 30, 2012.
5. CLERK - Contract (Barbara Nielsen)
This is an ongoing yearly contract for the Clerk Recording software for support and maintenance through Helion Software. Annual fee increase is $249, which is a 2% increase over last year. Annual amount is $16,839.86.
6. FLEET SERVICES – Award (Mike Blanck)
Order awarding Kendall Ford of Eugene, Oregon for Bid #010 that was opened at a regularly scheduled Board of Commissioners meeting on September 21, 2011 for two (2) new compact, four wheel drive, extended cab pickups. There were five bids submitted, lowest bidder was Kendall Ford with a total cost of $38,700.00.
7. MISCELLANEOUS – Appointment (Barbara Nielsen)
Appoint members to two pools for the 2012 Board of Property Tax Appeals (BOPTA) for a term ending June 30, 2012. Eight applications were received. Each member’s term shall commence on September 28, 2011 and end June 30, 2012.

The next regularly scheduled Board meeting will be held October 5, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
