PROCLAMATION – 2012 United Way Month

MINUTES of the Board meeting held on September 19, 2012

CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY

1. BID OPENING #027 – Fleet Services (Mike Blanck)
Bid opening for procurement of (6) new full-size, 4 door, rear wheel drive police interceptor sedans.

2. BID OPENING #026 – Fleet Services (Mike Blanck)
Bid opening for procurement of (7) new mid-size 4 door sedans for the Health Department.

3. COMMISSION ON CHILDREN & FAMILIES – Intergovernmental Agreement (Gillian Wesenberg)
Amendment 2 to 2011-13 Medicaid IGA between the Oregon Commission on Children and Families and Douglas County. Increases the allowable reimbursement of Medicaid administrative claiming expenses up to $65,000. Douglas County must pay administrative fees and match 50% of the reimbursement it receives.

4. DISTRICT ATTORNEY – VOCA Basic Grant 2012-2014 (Rick Wesenberg)
VOCA Basic Grant 2012-2014 provides $77,036.00 as reimbursement for the full salary of the Victim Advocate/Legal Assistant working with victims; of crimes committed by juvenile offenders and provides for partial salary of the Victim Coordinator and a Victim Advocate that work in the Victim’s Assistance Program for adult criminal offenders. Douglas County has received this grant since 2002.

5. INFORMATION TECHNOLOGY – Agreement (Kevin Potter)
Agreement between Douglas County and Douglas Fast Net (DFN) for use of the Signal Tree Wireless Communications Site Building to house wireless communications equipment so that DFN can provide wireless internet service to the Camas Valley area and support video surveillance cameras on CFPA’s tower for use by CFPA in its fire protection activities. Lease amount from DFN to County will be $2,407.64, of which $2,207.64 is pass thru payments to BLM for the 2012 rent year.

6. PLANNING – Order Accepting Irrevocable Offer to Sell Property (Keith Cubic)
In conjunction with Land Partition (P/D File Number 06-210), Clemens Schotborgh and Ottilie J. Schotborgh entering into an Irrevocable Offer to sell together with a Waiver of Objection to Assessment to facilitate the improvement of Old Pacific Highway (County Road No. 386). This action implements the Comprehensive Plan and Land Use and Development Ordinance and has an essential nexus to the request and impact to the additional developable parcel.

7. PUBLIC WORKS – Mutual Agreement and Final Order (Robb Paul)
Mutual Agreement and Final Order with the Department of Environmental Quality for NPDES permit exceedance penalty at the Roseburg Landfill.

8. PUBLIC WORKS – Modification of Agreement and Order(Robb Paul)
Modification of Agreement and Order with Department of Environmental Quality for treatment of leachate from the Roseburg Landfill.

9. SHERIFF – Extension of Intergovernmental Agreement (John Hanlin)
Eighth Extension of Contract with the City of Sutherlin for housing of inmates. Revenue to the County: $73.20 per inmate per day.

10. MISCELLANEOUS – Contract Extension (Susan Morgan)
Sixth extension and modification to increase rate to $85.00 per hour with Sandra Jackson dba Jackson Consulting for grant writing and coordination services as needed. Previous rate of $80.00 per hour has been in effect since July 1, 2007. Total contract not to exceed $25,000.00

11. MISCELLANEOUS – Reauthorization of SRS 2012, Initiating Title III Projects (Doug Robertson)
Initiate projects funded by Title III, as required under the reauthorized Secure Rural Schools Act 2012 (PL 112-141).

The next regularly scheduled Board meeting will be held October 3, 2012 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
