PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on September 17, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. FAIRGROUNDS – Order Rejecting Bids (Harold Phillips)
Bid #063 was opened on September 17, 2014 for the Fairgrounds Floral Building Re-Roofing. One bid was received that was substantially higher than the budget estimate of $50,000.00. Consistent with this information and pursuant to ORS 279C.395 it is in the best interest of the public to reject all bids.

2. PARKS – Order Awarding Contract (Gary Groth)
Order awarding a Contract to LTM, Inc. dba as Knife River Materials for the Whistler’s Bend campground improvements. Cost: $364,645.00.

3. PUBLIC WORKS – Change Order (Robb Paul)
Change Order No. 1 with Wildish Construction Company in the amount of $21,950.00 for extra work on the paving of Umpqua College Road, County Board No. 284 project.

4. PUBLIC WORKS – Gardiner Sanitary Engineering Services RFP (Robb Paul)
The request for proposals for engineering services for the Gardiner Sanitary District’s wastewater system project is unclear on the evaluation process and the place of delivery of the proposals. Staff recommends that the Board adopt an Order rejecting all proposals. The County will issue a revised RFP for engineering services that will clarify these issues.

5. MISCELLANEOUS – Secure Rural Schools (SRS) Title III Application Presentations (Jessica Pence)
The first three projects are being applied for under the “Helium Stewardship Act of 2013,” P.L. 113-40. The Act was passed in October 2013, giving Counties one year of funding under SRS. The funds were not received by the Counties until late spring 2014. The fourth project is being applied for under the original SRS legislation of 2000, P.L. 106-393. The required 45-day public comment period has been met for these applications and no comments were received:
> D.C. Planning: Community Wildfire Protection Plan, $208,000.00
> D.C. Public Works: Wildland Firefighting on Federal forestlands, $300,000.00
> Douglas Forest Protective Association: Federal firefighting, $984,000.00
> D.C. Museum: “O&C Railroads to Timber Camps” Exhibit, $125,000.00

6. CITIZEN PARTICIPATION
Presentation – The Elliott State Forest Should Remain in State Ownership with Management by a Private Entity (Bob Ragon).

The next regularly scheduled Board meeting will be held October 1, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
