PLEDGE OF ALLEGIANCE

MINUTES - Approval of the Minutes of September 16, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING -- COUNTY COUNSEL (Paul Meyer)
Second Reading of an Ordinance repealing Article II of Douglas County Code Chapter 2.36. Effective Date: January 1, 2016.

2. BUILDING FACILITIES – Contract (Kevin Potter)
Contract in the matter of Bid #071 Re-Roofing a portion of Courthouse. Total amount of contract: $98,760.00.

3. HUMAN RESOURCES – Resolution (Michael Kurtz)
This Board Resolution allows the County transfer administration of its employee Health Reimbursement Plans to HRA VEBA. HRA VEBA is the HRA Plan Administrator used by City and County Insurance Services (CIS) for its HRA Plans. This Resolution also provides assurances to HRA VEBA that the County will abide by IRS Tax laws and other applicable laws related to the County’s obligations in the administration of employee HRA Plans.

4. PARKS DEPARTMENT – Resolution Authorizing Application for Grant (Gary Groth)
The Oregon Parks and Recreation Department’s County Opportunity Grant program is available to county parks that offer overnight camping. Douglas County Parks is proposing to replace the bathroom/shower facility at Windy Cove B Campground. The grant application is for $120,000.00.

5. PLANNING DEPARTMENT – Report on Environmental Health Triennial Review (Keith Cubic)
Douglas County administers the food, pool and lodging licensing program under contract with Oregon Health Authority (OHA). The County administers the drinking water systems inspection program under agreement with OHA. Presentation of Audit Report.

6. PUBLIC HEALTH DEPARTMENT – Contract (Dawnelle Marshall)
Health Care Coalition of Southern Oregon contracts with member agencies in three counties. Douglas County contract is for a participant rate up to 30 families or $27,000.00.

7. PUBLIC WORKS DEPARTMENT – Resolution (Robb Paul)
Resolution to acquire property for the reconstruction of a portion of Tiller Trail Hwy, County Road No. 1., Douglas County, Oregon. Owner: Systems Global Timberlands, LLC.

8. PUBLIC WORKS DEPARTMENT – Resolution (Robb Paul)
Resolution to initiate proceedings to vacate a portion of right of way of Glendale Valley Rd, County Road No. 313, which includes the Glendale weigh station.

9. MISCELLANEOUS – Appointment of Board of Property Tax Appeals (Rosemarie Wess)
Vacancies exist on the BOPTA due to expired terms for the 2014-2015 tax season. The positions were advertised with Douglas County media and 8 applications were received. The Clerk recommends the appointment of Greg Johnson, Craig Ferber, Richard Filley, Diana Woodward, Morgan Heard, Bob Bass, Wayne Spicer and Theodore Cooper to the Pool of non-office holding resident members.

The next regularly scheduled Board meeting will be held September 30, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
