5. BUILDING DEPARTMENT – Assignment of Contract (Bill Clemens)
Transfer of Agreement and Assignment of Contract to SunGard Public Sector LLC, who purchased the former CRW Systems, Inc. Sungard provides the software for Planning and Code Enforcement.

6. FLEET SERVICES – Bid Award (Robb Paul)
Bid #100 Award and Order Authorizing Purchase for three (3) new four door, four-wheel drive sport utility vehicles for the Building Department. Bids were opened at the August 31, 2016 meeting. The lowest bid for items to be procured was by Bruce Chevrolet, Hillsboro, OR. Total Cost: $79,044.00.

7. MANAGEMENT & FINANCE – Oregon CO-OP Procurement Program Agreement (Jessica Hansen)
Perpetual Oregon State Price Agreement for the purchase of goods and services at reduced, negotiated pricing.
8. MANAGEMENT & FINANCE – Contract Extension (Jessica Hansen)
First Contract Extension with ADAPT for Fiscal Year 2016-2017 (July 1, 2016-June 30, 2017). Contract not to exceed $230,000.00 for Justice Reinvestment Grant Program.

9. MANAGEMENT & FINANCE – Fiscal Year 2016-2017 Budget Adjustment (Jessica Hansen)
Douglas County is anticipating a revenue shortfall and there is a need to make adjustments in certain appropriations in the Assessor’s office and Information Technology.

10. PLANNING – Reappointment to North Umpqua Planning Advisory Committee (Keith Cubic)
Recommendation to reappoint Ms. Muller-Saxton to the North Umpqua PAC. Term Dates: Three year term expires August 28, 2019.

11. PUBLIC WORKS – Intergovernmental Agreement (Robb Paul)
Intergovernmental Agreement with the City of Sutherlin for N. Comstock Road: Central Avenue to North of 6th Street Project. Agreement provides $200,000.00 in City funds for the project. Upon completion the jurisdiction over N. Comstock Road within the project limits shall transfer to the City of Sutherlin. Total project cost is estimated to be $1,603,494.00. County share of project is $403,494.00. State contribution to project is $1,000,000.00 per previous agreement.

12. PUBLIC WORKS – Authorized Electronic Submission of Permits (Robb Paul)
Agreement authorizes the Public Works Director, Solid Waste Manager, or Natural Resource Manager to submit DEQ Water Quality Permits in an electronic format.

15. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held September 28, 2016 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs.
