MINUTES of the Board meeting held on September 14, 2011, 2011


1. PUBLIC HEARING – Second Reading of Ordinance 2011-09-01 (John Hanlin)
Proposed Emergency Management Ordinance – second reading.

2. BID OPENING – Fleet Services (Mike Blanck)
Bid Opening No. 010 for two (2) New 4WD Extended cab pickups.

3. COMMISSION ON CHILDREN & FAMILIES – Grant Agreement (Gillian Wesenberg)
Acceptance of a Grant Agreement with the Ford Family Foundation for $5,000 to be used for Build Our Kids Asset Building trainings. The $1000 required match is provided in the current CCF budget.

4. DISTRICT ATTORNEY – Grant (Rick Wesenberg)
CFAA/US Grant 2011-2013 provides $128,494.16 as reimbursement for .93% of the salary of the Victim Assistance Coordinator working with victims’ of crimes committed by adult offenders and a minimal amount for Services & Supplies. The remainder of the salary is covered by the VOCA Grant that has already been awarded. This grant has been awarded since approximately 1983. Project period is from July 1, 2011 to June 30, 2013.

5. IT AND 911 – Contract Award/Contract with DW Construction, LLC (Kevin Potter)
Bids were requested for antenna relocation and corresponding coax runs at Mt. Scott Communications Site. The Lowest responsible bid was from DW Construction, LLC. Bid amount: $30,723.

6. LAND – Permit with Douglas County Fire District #2 (Gary Groth)
Permit with Douglas County Fire District #2 for use of County owned property on Mulholland Drive (former Sunrise site) for the purpose of conducting a vehicle extrication training and drill. Term of permit is September 28, 2011 through October 28, 2011.

7. LAND – Road Use Permit (Gary Groth)
Road Use Permit from Lone Rock Timberland Co. that allows Douglas County to construct 340 feet of new road across Lone Rock property in the Fraser Canyon area east of Sutherlin. The new road is necessary to access County owned timber that will be offered at auction in Spring 2012.

8. LAND – O&C Logging Road Right-of-Way Permit (Gary Groth)
O&C Logging Road Right-of-Way Permit that grants the County the right to use existing roads as well as the right to construct 135 feet of new road in the Fraser Canyon area east of Sutherlin. The right-of-way and new construction are necessary to access County owned timber that will be offered at auction in Spring 2012.

9. PUBLIC WORKS – Agreement (Robb Paul)
Local agency agreement with Oregon Department of Transportation for Emergency Relief Program North Fork Smith River Road (County Road #48A, Forest Highway #196).

10. MISCELLANEOUS – Appointment (Barbara Nielsen)
Five vacancies for the Board of Property Tax Appeals exist due to expired terms. The positions were advertised with Douglas County media and eight applications were received. The acting members of the committee reviewed the applications and recommended: Reappointment of Greg Johnson and Craig Ferber and the appointment Bill Franks, Diana Woodward, and Fred Worsley. All terms will serve October 12, 2011 through June 30, 2012.

11. MISCELLANEOUS – Discussion/Deliberation for Appointment to the Budget Committee
A vacancy exists on the Budget Committee due to the expired term of Sandra Jackson. The position was advertised with Douglas County media and 5 applications were received. The appointed applicant will serve a term ending June 30, 2014.



The next regularly scheduled Board meeting will be held September 28, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
