MINUTES of the Board meeting held on September 10, 2014.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY


1. BID OPENING – Fairgrounds Floral Building Re-Roofing Project (Harold Phillips)

2. HEALTH & SOCIAL SERVICES – Amendment to Intergovernmental Agreement (Dawnelle Marshall)
Ninth Amendment to IGA with Oregon Health Authority. Adjusts funding for July 1, 2014 through June 30, 2014. Total funding for Fiscal Year is $1,400,096.00.

3. PUBLIC HEARING – Second Reading of an Ordinance Amendment (Paul Meyer)
Second reading of Ordinance No. 2014-09-01 Amending Sections 8.20.040 and 8.20.090 of the Environmental Health Enforcement Ordinance. Effective date: December 22, 2014.

4. PUBLIC HEARING – Second Reading of an Ordinance Amendment (Paul Meyer)
Second reading of Ordinance No. 2014-09-02 Amending Sections 13.56.060 and 13.56.70 of the Douglas County Code. Effective date: December 22, 2014.

5. PUBLIC HEARING – Second Reading of an Ordinance Amendment (Paul Meyer)
Second reading of Ordinance No. 2014-09-03 Amending Sections 8.10.020 (A) (1) of the Ambulance Service Ordinance. Effective date: December 22, 2014.

6. PUBLIC HEARING – Second Reading of an Ordinance Amendment (Paul Meyer)
Second reading of Ordinance No. 2014-09-04 an Ordinance repealing Chapter 2.56 Mental Health and Developmental Disabilities Advisory Committee. Effective date: December 22, 2014.

7. COUNTY COUNSEL – Gardiner Sanitary District (GSD) Grant Administration (Paul Meyer)
The GSD wastewater collection system project is being financed with a federal Community Development Block Grant from the Oregon Infrastructure Finance Authority. The County desires to contract with Sandra Jackson for grant administration services. Because Sandra Jackson has been a member of the county budget committee, federal administrative rule requires a conflict waiver in order for her to provide contracted services to the County.

8. HUMAN RESOURCES – Modification of Contract (Michael Kurtz)
Modification of Contract with LGPI (Local Government Personnel Institute) to increase the maximum amount payable to $50,000 for legal services related to labor contracts. Modification also adds provision requiring contractor to provide proof of professional liability insurance coverage.

9. PLANNING – PAC Appointment (Keith Cubic)
Four vacancies exist on the Roseburg/Douglas PAC. Elizabeth Hughes has applied and has received recommendation for appointment from the Committee for Citizen Involvement and this process is consistent with the Citizen Involvement Ordinance.

10. PUBLIC WORKS – Bid Award (Robb Paul)
Bid award to Pacific Truck Centers of Coburg, Oregon for one (1) new four axle transport truck. The truck will be utilized to transport solid waste trailers from the various transfer sites located throughout the County to the main landfill in Roseburg. Cost: $116,992.00.

11. SHERIFF – Contract Extension (John Hanlin)
Fourth Contract Extension with Saving Grace. Cost: Payments not to exceed $150,660.00.

12. SHERIFF – Order Awarding Contract (John Hanlin)
Order awarding Contract to Telmate for inmate telephone and video visitation system.

13. MISCELLANEOUS – Appointment of Board of Property Appeals (Patty Hitt)
Vacancies exist on the BOPTA due to expired terms for the 2013-2014 tax season. The positions were advertised with Douglas County media and 11 applications were received. The County Clerk recommends the appointment of Greg Johnson, Craig Ferber and Diana Woodward to the Pool of non-office holding residents representing the County Government Body. The Clerk also recommends the appointment of Greg Johnson, Craig Ferber, Diana Woodward, Fred Worsley, Rick Poland and Wayne Spicer to the Pool of non-office holding resident members.

16. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held September 24, 2014 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
