PLEDGE OF ALLEGIANCE

MINUTES of the Board meeting held on September 4, 2013

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. BID OPENING – FLEET SERVICES (Mike Blanck)
Bid Opening (#44) for six (6) new mid-size, 4 door, front wheel drive sedans for the Health and Social Services Department.

2. BID OPENING – PUBLIC WORKS (Robb Paul)
Bid Opening for culvert installation on Five Mile Road, County Road No. 49, mile post 9.7, Douglas County, Oregon.

3. COMMUNICATIONS – AGREEMENT (John Hanlin)
Agreement with the Sutherlin Police Department for dispatching services. Cost: $83,701.88 per year.

4. HEALTH AND SOCIAL SERVICES – ORDER AMENDMENT (Peggy Madison)
Amends the Order filed in the Court Journal pertaining to the reorganization of the Douglas County Special Transportation Advisory Committee. The new Order shall be deemed the Bylaws of the Committee.

5. HEALTH AND SOCIAL SERVICES – COORDINATED TRANSPORTATION PLAN (Peggy Madison)
Approval of the 2013 revision of the Coordinated Public Transit Human Services Transportation Plan. The Plan is intended to support collaborative efforts of agencies, providers, human services staff, and other stakeholders to provide and plan for the Public Transit needs of the people of Douglas County.

6. INFORMATION TECHNOLOGY – LEASE AMENDMENT (Kevin Potter)
Amendment of Lease Agreement for “Gardiner Hill” radio communications facility site with Rome Creek Timber LLC. Rome Creek Timber LLC Amendment will assign the original Contract to Rome Creek Timber III, LLC as Lessor. No financial impact.

7. INFORMATION TECHNOLOGY – ADDENDUM TO AGREEMENT (Kevin Potter)
Amendment of Agreement with Douglas FastNet, the provider of internet connections to the Courthouse and several locations under a master communication transport services agreement. The Addendum will add an internet connection for the Canyonville Justice Court offices and replace an existing Charter Cable connection at that location. Cost: Savings of $60.00 per month.

8. INFORMATION TECHNOLOGY – AMENDMENT TO INTERGOVERNMENTAL AGREEMENT (Kevin Potter)
Third extension of an IGA with the State of Oregon Department of Corrections for PC and telephone support services provided by the Information Technology Department to Parole and Probation offices. Revenue: $723.00 per month for services provided.

9. LAND – ORDER OF SALE (Gary Groth)
Order of Sale of land acquired by Douglas County through foreclosure of taxes or otherwise. A public oral auction is scheduled for October 15, 2013 at 10a.m. in Room 216 of the Courthouse and will be advertised in the News Review September 19th, 26th and October 3rd, 10th, 2013.

10. SHERIFF – CONTRACT AMENDMENT (John Hanlin)
Contract Amendment with Oregon Department of Corrections. Revenue: Increases rate from $73.20 to $77.00 per bed per inmate. The average DOC inmates are 40 per day.

11. SHERIFF – CONTRACT AWARD (John Hanlin)
Contract with Consolidated Food Management for food services to the jail and juvenile detention facility. Cost varies depending on population in the facilities.

12. MISCELLANEOUS – APPOINTMENT TO ADVISORY COMMITTEE (Peggy Madison)
A vacancy exists on the Veterans Advisory Committee due to the resignation and relocation of Eric Swanson. The position was advertised with Douglas County media and five applications were received. The applications were reviewed by the Veterans Advisory Committee, the Veterans Service Officer, and the Health & Social Services Director. They unanimously recommend the Appointment of Bud Bessey to fulfill the term ending December 31, 2013.

13. MISCELLANEOUS – REAPPOINTMENT TO ADVISORY COMMITTEE (Peggy Madison)
A vacancy exists on the Special Transportation Advisory Committee due to the expired term of Jim Little. The acting members of the Committee reviewed the applications and recommend the Reappointment of Jim Little to a new term ending June 30, 2015.

14. MISCELLANOUS – REAPPOINTMENT TO THE BUDGET & COMPENSATION COMMITTEES (Commissioner Robertson)
A vacancy exists on the Budget and Compensation Committee’s due to the expired term of Mike Winters. The vacancy was advertised with Douglas County media and one application was received. Mike Winters would like to be Reappointed to a new term that would end June 30, 2016.

ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held September 18, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
