MINUTES - Approval of the Minutes of September 2, 2015.

CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

1. PUBLIC HEARING -- COUNTY COUNSEL (Paul Meyer)
First Reading of an Ordinance repealing Article II of Douglas County Code Chapter 2.36. Second Reading scheduled for September 23, 2015, with an Effective Date of January 1, 2016.

2. BOARD OF COMMISSIONERS – Order of Appointment (Susan Morgan)
Request for appointment to Partnership for Umpqua Rivers.

3. BUILDING FACILITIES – Order Awarding Contract (Kevin Potter)
Order to Award Contract in the matter of Bid #071 Re-Roofing a portion of Courthouse.

4. CLERK – Contract (Rosemarie Wess)
Yearly Contract for Clerk Recording Support and Maintenance through Helion Software, Inc. Contract Dates: October 1, 2015 – September 30, 2016. Total Contract amount: $18,758.00.

5. INFORMATION TECHNOLOGY DEPARTMENT – Lease Agreement (Kevin Potter)
Renewal of Contract #29476 Gardiner Hill Communications Facility Site Lease Agreement between Rome Creek Timber III, LLC and Douglas County. Douglas County will pay Rome Creek $1,500.00 annually for each year of the five (5) year term.

6. PLANNING DEPARTMENT – North Umpqua Planning Advisory Committee Appointment (Keith Cubic)
Two vacancies exist on the North Umpqua Planning Advisory Committee (PAC) after two recent resignations. Committee requests appointment.

7. PLANNING DEPARTMENT – Committee for Citizen Involvement Appointment (Keith Cubic)
The Committee for Citizen Involvement (CCI) is composed of an existing member from each of the six PAC areas plus one representative of the Douglas County Planning Commission. With the recent resignation of a PAC member from the North Umpqua PAC, there is one membership term on the CCI open for the North Umpqua PAC. Committee requests appointment.

8. PUBLIC HEALTH – Contract (Tim Freeman)
Contract with Umpqua Community Health Center for immunization, family planning and STD services. Contract amount not to exceed $245,376.00.

9. PUBLIC HEALTH – Contract (Tim Freeman)
Contract with Lower Umpqua Hospital District for immunization, family planning and STD services. Contract amount not to exceed $10,121.00.

10. PUBLIC HEALTH – Contract (Tim Freeman)
Contract with United Community Action Network to provide WIC program services in Douglas County. Contract amount not to exceed: $650,718.00.

11. SHERIFF’S DEPARTMENT – Contract Modification (John Hanlin)
Contract Modification to existing Cooperative Law Enforcement Agreement with the U.S. Forest Service in the amount of $47,960.00. This modification is for an additional $10,576.00 in revenue to the County for the North Umpqua Hydro-electric Project.

12. SHERIFF’S DEPARTMENT – Contract Extension (John Hanlin)
First Extension of Contract #28047 with Unificare, Ltd. The Department of Justice administers the State Criminal Alien Assistance Program (SCAAP). This program is designed to provide federal assistance to states and localities that incur costs for incarcerating undocumented criminal aliens who are being held as a result of state and/or local charges or convictions. Douglas County is reimbursed for the actual housing costs of these inmates. Extends Contract to April 10, 2019.

The next regularly scheduled Board meeting will be held September 16, 2015 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
