MINUTES of the Board meeting held on September 2, 2009


1. CLERK – Order Establishing a Fee for Unfunded Fee Collection Services.
With the passage of HB 2436, new statutory language in ORS 205.323(1)(c) requires the County Clerk to collect a fee of $15.00 on behalf of the Oregon Housing and Community Services Department on certain documents. The Clerk’s Office will incur significant expense in the implementation and collection of this new fee and no compensation is provided to Douglas County for the cost incurred for said fee therefore, the County Clerk is proposing a fee of $1.00 for collection services. The statutory authorization for adopting a fee to recover county expense incurred is found in ORS 205.320(9).

2. DINT – COPS Methamphetamine Grant
DINT is asking for approval to extend the COPS Methamphetamine Grant for one year. This will allow the grant partners to expend the funds previously allocated to them under this grant. The new expiration date would be August 31, 2010. This request only changes the time length of the grant and has no effect on the distribution of funds.

3. FAIRGROUNDS – Sportsmen’s Outdoor and Recreation Show
Contract with Joe Pate, Producer of the Sportsmen’s Outdoor and Recreation Show. Contractor is paid the sum of 50% of net show receipts and sponsorships, excluding all food and beverage revenues, after deduction of shared expenses.

4. FLEET – Order Rejecting All Bids for Bid #974
Bid #974 was opened on August 12, 2009. The bids were evaluated for compliance with bid specifications and found to be non-compliant as they did not meet the minimum bid specification requirements.

5. LAND – Aerial Spraying Contract
Aerial Spraying Contract with Western Helicopter Services, Inc. for spraying on 170 acres of County owned forest land. Bid price is $35.60 per acre. Spraying will be completed between September 15, 2009 and May 1, 2010.

6. PUBLIC WORKS – Order Transferring Lands to the Public Works Department
Order to transfer certain County owned parcels of land to the County Public Works Department to be incorporated into the County Road System.

7. PUBLIC WORKS – Order Setting Public Hearing
Order setting public hearing in the matter of transferring jurisdiction of a portion of Stephens Street from Douglas County to the City of Roseburg.

8. SHERIFF – First Amendment to Long Distance Inmate Telephone Service Agreement
Global Tel*Link Corporation acquired AT&T’s National Public Market’s group, whom we have been contracting with for our long distance telephone services for the jail inmate phones. This amendment revises the AT&T Agreement to show Global Tel*Link Corp as the provider and extends the long distance service to be equal to our FSH (jail phone system company) contract’s expiration date so that they run concurrently.

9. SHERIFF – Assignment and Assumption Agreement with FSH
Assignment and Assumption Agreement for Inmate telephone equipment. This agreement will transfer all interest of FSH (currently on contract) to Value Added Communications who acquired FSH recently.

10. MISCELLANEOUS – Amendment III to Term Sheet with Ameresco for the Purpose of Negotiating an Agreement for the Sale of Landfill Gas Produced at the Douglas County Landfill.

11. MISCELLANEOUS – Deliberation and Decision Regarding Appointment to the Housing Authority of Douglas County (HADCO).
One vacancy exists on HADCO Board due to the resignation of Herm Oberholzer. The vacancy was advertised with local media. Applicants from the previous recruitment were asked if they wanted to reapply. One new application was received and four applicants reapplied. The vacant position is a non-resident position. Three of the applicants are residents and can’t be considered. The two non-resident applicants are Dean Byers and Ron Weir. The HADCO Board recommends the appointment of Ron Weir to the Board.



The next regularly scheduled Board meeting will be held September 16, 2009 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
