PLEDGE OF ALLEGIANCE
MINUTES of the Board meeting held on August 31, 2011
CITIZEN PARTICIPATION FOR COMMENTS ON AGENDA ITEMS ONLY
1. FAIR – Order (Harold Phillips)
Order authorizing purchase of lighting retrofit materials from Platt Electric, Inc. to comply with upcoming federally mandated efficiency standards. Energy Trust of Oregon offers incentives to offset costs of some materials. Bid tabulation is attached as a reference. Cost of $57,524.32 plus freight (approximately $150, not to exceed $300).
2. FLEET – Order (Mike Blanck)
Order awarding Gresham Ford for Bid #008 that was opened at a regularly scheduled Board of Commissioners meeting on August 17, 2011 for nine (9) new mid-size, 4-door sedans (Ford Fusion). There were six bids submitted, lowest bidder was Gresham Ford with a total cost of $133,725.15.
3. INFORMATION TECHNOLOGY – Extension of Contract (Kevin Potter)
Second extension of contract #25889 with Ellis Electric. Contractor provides microwave radio repairs for 911 Communications System at eh rate of $50.00 per hour with no overtime or mileage charges. Services are provided on an “as needed” basis.
4. INFORMATION TECHNOLOGY – Extension of Contract (Kevin Potter)
Second extension of contract #25911 with Engelbrecht Communications. Contractor provides microwave radio repairs for 911 Communications System at the rate of $50.00 per hour with no overtime or mileage charges. Services provided are on an “as needed” basis.
5. PUBLIC WORKS – Order (Robb Paul)
Order accepting completion of contract. Furnishing and stockpiling mineral aggregates in West County Area. The contract has been completed and all requirements have been met. Total amount of contract with Main Rock Products, Inc. at completion is $399,797.50
6. PUBLIC WORKS – Order (Robb Paul)
Contract change order No. 2 with LTM, Inc. dba Knife River Materials in the amount of $57,545.61 for Overlay of Tiller Trail Highway, County Road No. 1 M.P. 26.56 to M.P. 34.96.
7. PUBLIC WORKS – Agreement (Robb Paul)
Local Agency Agreement Surface Transportation Program with Oregon Department of Transportation for Emergency Relief Program Lower Smith River Road (County Road #48, Forest Hwy #196).
8. PUBLIC WORKS – Agreement (Robb Paul)
Joint Funding Agreement with the U.S. Department of the Interior, U.S. Geological Survey in the amount of $145,180.00 for water resources investigations.
9. PUBLIC WORKS – Agreement (Robb Paul)
The attached contract is to perform the civil engineering and cost estimation for the oscillating water column component of the Douglas County Wave and Tidal Energy Project. Contract is $88,089.00.
10. SHERIFF – Ordinance (John Hanlin)
Proposed Emergency Management Ordinance – first reading. Second reading will be on September 21, 2011.

The next regularly scheduled Board meeting will be held September 14, 2011 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
