1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF August 30, 2017

4. COMMISSIONERS Appointment to Local Public Safety Coordinating Council (Chris Boice)
Senate Bill 26, signed into law in June 2017, amends ORS 423.560 to require that LPSCCs statewide include a victims' services representative as a member. The LPSCC requests consideration of appointment for Melanie Prummer and Michael Nores.

5. JUVENILE- Contract Extension (Aric Fromdahl)
Third Contract #28928 Extension between Douglas County and Options Counseling of Oregon to provide Intensive Home-Based Individual and Family Therapy services. This is grant funded by the State of Oregon Department of Education in the amount of $54,805 ($49,325 to Options Counseling of Oregon and $5,480 for departmental administration costs.) Term extended to June 30, 2018.

6. JUVENILE- Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement between Douglas County and Curry County to place youth in our Detention Facility with a guarantee of 150 bed days in the fiscal year at a cost of $118.45 per youth per bed day for a total guaranteed income of $17,767.50. In addition, if Curry County exceeds the 150 bed days, they will pay $131.00 per youth per bed day. Optional round trip transportation reimbursement also included at $100.00 per trip to Coquille and $250.00 per trip to Gold Beach. Term dates of July 1, 2017 to June 30, 2018

7. JUVENILE Contract Award (Aric Fromdahl)
Contract #30652 between Douglas County and Relias Learning, LLC. Enables staff to do all required training on-line from a web-based software program.

8. PUBLIC WORKS-Engineering Contract Award (Scott Adams)
Contract #30650 between Douglas County and Eugene Sand and Construction in the amount of $341,000.00 for the paving of Eagle Valley Road-Fourth Street to Lower Crest Road.

9. SENIOR SERVICES- Amendment to Intergovernmental Grant Agreement (Jeanne Wright)
Amendment to Intergovernmental Grant Agreement between Douglas County and Oregon Department of Human Services to extend term to December 30, 2017 and increase funding to a maximum reimbursable amount of $110,995. This is a 3 month extension and $11,100 increase of the maximum reimbursement of the IGA signed on August 16, 2017.

10. SHERIFF- Intergovernmental Agreement Extension (John Hanlin)
Eleventh extension of Intergovernmental Agreement between Douglas County and the City of Riddle for patrol services for FY17-18 in the amount of $145,106.00. An increase of $3,262.58 over the prior Fiscal Year. Term extended to June 30, 2018.

11. SHERIFF- Intergovernmental Agreement Extension (John Hanlin)
Eleventh extension of Intergovernmental Agreement between Douglas County and the City of Glendale for patrol services for FY17-18 in the amount of $50,768.00. An increase of $1,141.67 over the prior Fiscal Year. Term extended to June 30, 2018.

12. SHERIFF- Intergovernmental Agreement Amendment (John Hanlin)
First amendment of Intergovernmental Agreement between Douglas County and Umpqua Community College for patrol services. This amendment increases the hourly rate to $31.15 per deputy for approximately 20 hours per week. This amendment also reduces the request from two (2) deputies to one (1) and extends the term to June 15, 2018.

15. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held September 13, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.

 

Douglas County may audio/video record the proceedings of this meeting for future broadcast or other purposes. A copy of any audio/video recording is available upon written request made to the Information Technology department. Cost is $5 per cd/dvd copy plus $2 shipping costs. Send a money order to: Douglas County Information Technology, 1036 SE Douglas, Room 123, Roseburg, OR 97470. Please include dates of requested dvd's or cd's and shipping address.
